On April 14, 2009, at 3 p.m., Beau BREEDLOVE returned my telephone message,
regarding his previous contact with Adan VILLARREAL. BREEDLOVE advised
VILLARREAL contacted him in Portland in January 2009, close to the time when details about
his (BREEDLOVE’s) relationship with Sam ADAMS was reported in the news media. He
advised that VILLARREAL provided him with a number for legal representation.
BREEDLOVE said he called the number provided by VILLARREAL. He recalled that the law
firm practiced family law. He didn’t think family law pertained to his situation, so he didn’t
pursue this lead.
BREEDLOVE said he knows that Kate BROWN is the Secretary of State. He advised
that he did not have contact with BROWN regarding this investigation or for legal representation
purposes.

On February 23, 2009, at 10:40 am., Assistant Special Agent in Charge Page McBETH
and I contacted Beau BREEDLOVE at the Oregon Department of Justice in Portland, regarding
this investigation.
BREEDLOVE advised that in 2004 he was interested in performing as a musician and he
played the piano at various social events. During the Christmas season in 2004, he played at the
Oregon State Capitol in Salem. He met, and became a friend of Obadiah RUTLEDGE during
this event. RUTLEDGE is an Administrative Specialist and Reading Clerk for the House of
Representatives. BREEDLOVE said RUTLEDGE told him that Representative Kim
THATCHER was in need of a volunteer intern. BREEDLOVE accepted the position in January
0f 2008, because he wanted to graduate from high school early, This volunteer service would
provide credits toward his graduation. His duties included filing, scheduling and other similar
tasks, Representative THATCHER’s only other staff member was her mother, “Linda.” He
couldn’t remember “Linda’s” last name.
BREEDLOVE seid that in April of 2005, ADAMS was visiting legislators in Salem. He
met ADAMS for the first time when ADAMS came to Representative THATCHER’ office.
ADAMS was with a young, white male, He recalled the young man had graying hair.

Representative THATCHER was not in so he (BREEDLOVE) wrote @ note for THATCHER,
ADAMS continued to visit other legislative offices.
BREEDLOVE said he found ADAMS to be an interesting person. Later that day, he saw
ADAMS on another floor of the Capitol building. He contacted the young man accompanying
ADAMS and initiated the exchange of his name and telephone number for ADAMS” business
card, BREEDLOVE advised he was not attracted to ADAMS personally and he had no political
agenda. He simply found ADAMS to be interesting.
BREEDLOVE stated that RUTLEDGE contacted him a few weeks later to advise that
ADAMS had lost his (BREEDLOVE’s) telephone number. ADAMS asked him (RUTLEDGE)
for the number. RUTLEDGE told him that he gave ADAMS his (BREEDLOVE's) cell phone
number.
BREEDLOVE said he could not remember who made the initial contact. Within a few
days, he and ADAMS began communicating by text message and by cell phone. Their
conversations involved basic issues related to ADAMS’ career and profession, He shared his
interest in the arts with ADAMS and advised that he wanted to continue his career as a pianist.
BREEDLOVE said they did not speak in romantic terms and this was not the nature of their
relationship at that time.
BREEDLOVE said they eventually scheduled a lunch appointment in Portland. He could
not remember when this lunch appointment occurred. He took the train from Salem to Portland,
paying for the roundtrip fare himself. He took a taxi from the Portland train station to the
Macaroni Grill, where ADAMS was waiting. During lunch, they spoke more about ADAMS’
carcer and being a gay person in politics. They also talked about BREEDLOVE's experience in
“coming out”.as a gay person. BREEDLOVE said he told ADAMS about the person he was
dating as well, BREEDLOVE said they didn’t talk about a relationship between he and ADAMS
or anything of a romantic nature, His age came up during the conversation. ADAMS seemed
surprised that he was only 17.
BREEDLOVE said he and ADAMS were not joined by anyone else during the lunch. He
did not remember any alcohol being served and he added that he didn’t drink alcohol at that age.
ADAMS paid for their lunch, He could not recall if ADAMS used a credit card or cash.
BREEDLOVE stated that ADAMS drove him to the train station in his white pickup.
During the drive, ADAMS stopped at a traffic light near Pioneer Square. ADAMS leaned over
and kissed him on the lips. BREEDLOVE advised that even though ADAMS initiated the kiss,
he considered it to be mutual, They parted company at the train station, BREEDLOVE said he
‘was somewhat surprised that their relationship had developed in this way so quickly. They
didn’t discuss the incident further. They parted company at the train station.
BREEDLOVE advised that he and ADAMS continued to communicate by text message
and by phone. These communications were not romantic in nature. ADAMS, knowing he was
