On June 10, 2009, at about 2:57 p.m., I spoke with Jane AMES by telephone as a follow
up to our previous conversations,
AMES told me she worked for Sam ADAMS in 2007. When asked about the allegations
made by Bob BALL, AMES told me a couple of months prior to the allegations surfacing, she
and others heard rumors that BALL had information that would take ADAMS out of politics.
AMES told me she remembered the approximate time she first heard the rumors. She said she
‘was at an event the Willamette Week (WW) puts on annually. She said she thought it was the
“WW best of Portland” event, At the event she saw Bob BALL. AMES said shortly after that
‘was when she first heard the rumor that BALL had information that would hurt ADAMS
politically.
AMES told me she remembered the day Randy LEONARD came into the office to
confront ADAMS. She said LEONARD came into office very “intent.” AMES said staff was
not notified immediately of what was going on. AMES said “I think that’s when I got a sense of
what was going on. I don’t know for sure, but that was my impression.”
AMES said sometime after that, there was a staff huddle in ADAMS? office. Tom

minor, AMES said she did not recall specifically what words MILLER used to desoribe the
rumor, and she did not remember specifically if Beau BREEDLOVE was identified as the person
involved. She said it was either that day, a couple of days after that, or within two weeks that,
she tied BREEDLOVE to the rumor.
AMES said during the meeting, someone asked MILLER if the rumors were true.
‘MILLER said he asked ADAMS specifically, and ADAMS said “No.”
AMES told me there were several public denials made by ADAMS regarding the
relationship he and BREEDLOVE had. AMES said she vaguely remembered MILLER being
angry because ADAMS made the denials on his own. AMES said she thought MILLER was
frustrated because he thought they should carefully craft a message.
‘When asked about staff involvement in the denials AMES told me the staff was not
really involved. She said the staff's job was to stay focused and not let the issues with the press
covering the story interfere with serving the public, AMES said the staff's job was to stay out of
it
AMES told me in 2007 when the story about ADAMS and BREEDLOVE was made
public, she did not ask ADAMS directly about it. She said she told ADAMS she was appalled
and angry that BALL would raise these issues about BREEDLOVE. She said “I let Sam know I
‘was in his comer.” AMES said she remembers ADAMS responding to her with frustration
regarding the allegations, but also thanking her for her support.
AMES told me she was never directed to make any statements to promote ADAMS’
denial. She said staff was told to stay out of it. AMES said the allegations didn’t seem plausible
to her because ADAMS was a very experienced and smart politician.
‘When asked about the WW interview in January 2009, AMES told me she thought it was
on the fifteenth. She said during the interview she thought Wade NKRUMAH and possibly Tom
MILLER were present, but could not remember for sure. AMES said from what she remembers
this was the time the WW confronted ADAMS about the allegations. AMES said she thought
ADAMS did not admit to anything.
‘With regard to the WW interview with ADAMS, AMES told what she knew about the
interview was what she had heard afterwards. She did not recall specifically if she even knew
the interview was being conducted
AMES told me what she remembers hearing was that the WW called ADAMS and told
him they had information about BREEDLOVE, but did not know for sure. AMES said usually
when the press has something really damaging, they will meet with the person and confront
them, but she did not know for sure.

‘When asked if she worked on the ADAMS” campaign for Mayor, AMES said she did.
AMES told me she took about 90 days of unpaid leave to work on the campaign. AMES said
she was not allowed to campaign on city time. She said she and others would use their personal
cell phones, step out of the building, or wait until there breaks to discuss campaign issues at
work. She said campaign staff would work on their own time. Some volunteers would come
after work.
AMES said MILLER, ADAMS, and the city attorney would often remind staff of the
rules regarding campaigning. AMES said she and others did not campaign on city time. AMES
said ADAMS never campaigned at city hall even though he could.
AMES said during the campaign she was mostly working with volunteers. She said she
‘was not involved in crafting a message regarding the ADAMS’ denial of the BREEDLOVE
incident. AMES said it didn’t seem to be much of an issue during the campaign. AMES said it
‘was not an issue she dealt with, AMES said she did not recall if the BREEDLOVE issue ever
came up. AMES said she was never told to say anything with regards to ADAMS’ denial of the
BREEDLOVE incident. She said she knows she would have told people it wasn’t true, but she
did not remember it coming up, and she was never told what to say.
