The City
Overview
Los Angeles, officially the City of Los Angeles, often known by its initials LA, is the most populous city in the U.S. state of California and the second most populous in the United States, after New York City, with an approximate population at the United States Census of 3,792,621. It has an area of 465 square miles (1,215 km2), and is located in Southern California. The city is the focal point of the larger Los AngelesLong Beach Santa Ana metropolitan statistical area and Greater Los Angeles Area region, which contain 12,828,837 and nearly 18 million people respectively as of 2010, making it one of the most populous metropolitan areas in the world and the second largest in the United States. Los Angeles is also the seat of Los Angeles County, the most populated and one of the most ethnically diverse counties in the United States, while the entire Los Angeles area itself has been recognized as the most diverse of the nation's largest cities. The city's inhabitants are referred to as Angelenos. Nicknamed the City of Angels, Los Angeles is a global city, with strengths in business, international trade, entertainment, culture, media, fashion, science, sports, technology, education, medicine and research and has been ranked sixth in the Global Cities Index and 9th Global Economic Power Index. The city is home to renowned institutions covering a broad range of professional and cultural fields and is one of the most substantial economic engines within the United States. The Los Angeles combined statistical area (CSA) has a gross metropolitan product (GMP) of $831 billion (as of 2008), making it the third largest in the world, after the Greater Tokyo and New York metropolitan areas. Los Angeles includes Hollywood and leads the world in the creation of television productions, video games, and recorded music; it is also one of the leaders in motion picture production. Additionally, Los Angeles hosted the Summer Olympic Games in 1932 and 1984.

The Mayor

Eric Garcetti is the 42nd Mayor of Los Angeles and began his term on July 1, 2013. His "back to basics" agenda is focused on job creation and solving everyday problems for L.A. residents. Garcetti was elected four times by his peers to serve as President of the Los Angeles City Council from 2006 to 2012. From 2001 until taking office as Mayor, he served as the Councilmember representing the 13th District which includes Hollywood, Echo Park, Silver Lake, and Atwater Village -- all of which were dramatically revitalized under Garcetti's leadership. Garcetti was raised in the San Fernando Valley and earned his B.A. and M.A. from Columbia University. He studied as a Rhodes Scholar at Oxford and the London School of Economics and taught at Occidental College and USC. A fourth generation Angeleno, Eric lives in Silver Lake with his wife and one-year-old daughter. He is a Lieutenant in the U.S. Navy reserve and is an avid jazz pianist and photographer.

City Government

The City of Los Angeles is a Mayor-Council-Commission form of government, as originally adopted by voters of the City of Los Angeles, effective July 1, 1925 and reaffirmed by a new Charter effective July 1, 2000. A Mayor, City Controller, and City Attorney are elected by City residents every four years. Fifteen City Council members representing fifteen districts are elected by the people for four-year terms, for a maximum of three terms. Members of Commissions are generally appointed by the Mayor, subject to the approval of the City Council. General Managers of the various City departments are also appointed by the Mayor, subject to confirmation by the City Council. Most employees of the City are subject to the civil service provisions of the City Charter. The basic law of the government of the City of Los Angeles is found in the City Charter, first adopted by a vote of the people in 1924, effective July 1, 1925, and subsequently amended from time to time. In 1999, the voters approved a new City Charter that addresses government in this new century. The Charter provides for a mayorcouncil type of municipal system, the Mayor being the executive branch and the Council the legislative. The governmental machinery consists of approximately 42 departments and bureaus which are headed by General Managers or advisory or controlling Boards or Commissions appointed by the Mayor subject to confirmation of the Council. The Board of Public Works is the only full-time board. The new City Charter, effective July 2000, provided for the creation of a Citywide System of Neighborhood Councils. The goal of the

The Position
Position Title: Location: Reports to: Deputy Mayor for Economic Development Los Angeles, California Mayor Eric Garcetti Mayor Garcetti has identified economic development as his number one priority coming into office. This individual will be directly responsible for helping the Mayor to enhance economic activity in the City and working closely with businesses to attract investment. The mission of this position will be to accelerate job growth, business activity, and investment in Los Angeles by creating an attractive business climate, developing the citys workforce, and creating incentives for growing/attractive industries (e.g. biotech) to expand operations in LA, with the ultimate goal of creating industry clusters with self-sustaining job creation. This person will work closely with all economic development agency heads to implement the Mayors vision.

Specific Responsibilities
Economic Advisor: Advise the Mayor and Mayor's senior leadership team on all economic issues Provide intellectual leadership and direction to the Mayor's overall development strategy and economic research agenda Produce economic research, publications, data, analysis, monitoring, projections and analytical tools to enable the Mayor to make more informed policy choices Increase the understanding of development policies and programs by providing intellectual leadership and analytical services to the Mayor and his senior leadership team

The Person
Qualifications & Experience In conducting this global search, the Mayor is seeking a transformational and highly respected, mission-driven executive with proven leadership abilities, strong strategic and general management skills, and extensive experience in economic development and job creation. While public sector working experience is desired, it is not an absolute requirement for consideration. Understanding the nuances of economic development in a public sector setting is critical to success in the role. The successful candidate will be comfortable working with multiple and diverse constituent groups and in an environment with a high degree of transparency. An inspirational leader, the Deputy Mayor will be able to grasp quickly the internal and external challenges of this role and to implement a strategy and plan for success. A minimum of a bachelor's degree in business or public administration, finance, law, economics or a related field. An MBA/MPA or advanced degree and/or leadership training is highly desirable.
