Barre Still Without Approved EMS Service Zone Plan

In 2004 the Executive Office of Health & Human Services sent a letter to all Massachusetts Chief Municipal Officers, Fire Chiefs, Police Chiefs, Licensed Ambulance Services and Regional EMS Councils to notify all stakeholders of certain amendments to M.G.L. c. 111C which would require each local jurisdiction be covered by a service zone plan by December 31, 2006.

Barre is one of only a few communities still without an approved plan as of September 20, 2013 - almost SEVEN YEARS OVERDUE.

Last year the Office of Emergency Medical Services (OEMS) which oversees the certification of ambulance services and all regional councils, told this community journalist that the Town was working with OEMS on this outstanding matter.

Really? 7 YEARS and still out of compliance with the law!

What's supposed to be included in such a plan?
Part A: Contact Information; Authorized Signatures
Part B: Service Zone Planning Process and Participants
Part C: Local Service Zone Standards
Part D: Inventory of EMS Resources
Part E: Inventory of Health Care Facility Resources
Part F: Inventory of EMS Communications Resources
Part G: Medical Control Plan
Part H: EMS Operational Plan

In addition to supplying the information requested regarding the above components,
service zones will also need to submit copies of:
(1) Service Zone Agreements between ambulance services with provider contracts
for emergency ambulance response (to nursing homes and assisted living facilities,
for example), and
(2) Affiliation agreements for medical control for all emergency ambulance response within the service zone.

Well, that explains why ....

In the meantime certain investigations into the Barre Emergency & Rescue Squad Inc. continue.
