What is the Supports Intensity Scale (SIS)?
The SIS is a structured interview that isdesigned to identiy the supports a personwith developmental disabilities needs to besuccessul in the world. It is designed as aplanning tool or individuals, agencies, andsystems.
Why is the SIS being used in Colorado?
In 2004, the Centers or Medicare and MedicaidServices (CMS), which is the ederal Medicaidagency, conducted a review o Colorado’sComprehensive Services waiver. In November2005, concerns were raised by CMS about theadequacy o the “audit trail” in Colorado. As aresult, the Department o Human Services wasdirected to develop a new way o determininghow levels o reimbursement are decided orpeople with developmental disabilities whoare receiving services through the state’scomprehensive Medicaid waiver. It is requiredthat the new rate-setting methodology beuniorm and transparent.
Why was the SIS chosen?
The SIS was chosen based on an analysis doneby the Human Services Research Institute (HSRI).HSRI is an independent contractor that washired by the state to analyze assessment toolsthat the state could utilize to establish tiered unding rates tied to consumer support needs orresidential and day services provided under the Comprehensive Services waiver. HSRI recommendedthe SIS, and the state agreed.
What do I need to know about the SIS?
The SIS is principally designed to directly eed into and support the development o person-

centered plans by measuring the requency, intensity, and volume o support individuals need invarious dimensions o everyday unctioning and living.The SIS includes a ocus on employment-related supports.

The SIS ocuses on an individual’s current needs rather than a look-back approach. Although

historical usage is important inormation, the SIS identifes needs or supports that may not havebeen used in the past.
