Announcementsfrom ClosedSession.City AttorneyDon Freeman provided the closedsessionreport indicatingthatthe City Councilhad met inclosed session
to
addressfour itemsasfollows: on item 1,regardingthe publicemployee performanceevaluation
of
theCity Engineer,there is no publicannouncement;on item
2,
regardingthelabor negotiations,there is
no
public announcement;on item 3, relative
to
the item
of
potential litigation, oneitemwas discussed and there is nopublic announcement;finally on item4, regarding the property negotiations
of
the FlandersMansion lease,theCity continues
to
negotiatepotentialapotential lease and at the same time, theCity continuesits marketingeffortsattempting
to
attracta lesseetothe propertyas well.Mayor Burnett statedthathe had recused himself from the closed session discussion on theFlandersMansion lease item because
of
apersonal relationship with a potential party whohad submitted an application
to
lease theproperty.B. Announcementsfrom CityCouncil members CouncilMember Beach thankedCarmelbusinesses fortheir support

withproposed performance measures.MayorBurnettstatedthat the planningprocessforsettingupgoalsand key initiatives for 2014 hasbegun;that the Boards

theplan,whichinclude improvements
to
the
IT
