Foreword by the Prime Minister
The four great challenges of our time – the global financial crisis,climate change, global poverty and global security – are alike inrequiring an appreciation of their scale, a commitment to worktogether, and an acceptance of the need for action both now and forthe long term. I am determined that in each case Britain will play aleading role, living up to our global responsibilities while protectingour national interest.So I am pleased to publish this comprehensive strategy setting outour approach to Afghanistan and Pakistan – building on the strategyfor Afghanistan I announced in December 2007, and the consistentsupport we have given to Pakistan in recent years. In previousdecades the international community has not always shown the long-term vision that is sobadly needed. It is vital that we maintain our commitment, alongside regional partners andin close coordination with the governments of Pakistan and Afghanistan, across the fullrange of action set out in this strategy.I am proud of Britain’s contribution to this international effort – the hard work andachievements of our civilian experts, and above all the dedication, skill and courage ofour armed forces, over fifty of whom lost their lives last year.This strategy reaffirms ourposition as the second largest troop contributor to Afghanistan, the third largest donorto Afghanistan, and one of the top five donors to Pakistan.We will see through thecommitments we have made.There has been significant progress in some areas, as is set out here. But we mustrecognise the scale of the challenge that remains: two very different countries at differentstages of development but with shared problems of insurgency, terrorism, violentextremism and the drugs trade. I believe that through working together to a clear, realistic,and coordinated strategy, we can and must succeed –we cannot allow this region to be abase for exporting terrorism to Britain’s streets.
