DearActingAssistantAttorneyGeneralKing:AsExecutiveDirectoroftheGovernor'sAdvisoryCommissiononAfricanAmericanAffairs(GACAAA)oftheCommonwealthofPennsylvania,IamrespectfullysubmittingthislettersupportingafullinvestigationbytheCivilRightsDivisionoftheDepartmentofJusticeoftheincidentthatrecentlytookplaceatTheHuntingdonValleySwimCluboutsideofPhiladelphia,PA.ItisouropinionthattheCivilRightsActof1964isimplicatedandareviewbytheCivilRightsDivisionoftheDepartmentofJusticeiswarranted.GACAAAiscommittedtoassistingAfricanAmericansingainingfullaccesstoallopportunitiesaffordedtothecitizensoftheCommonwealth.TheCommissionmembersarededicatedtoworkingwiththeGovernor,hisstaffandallsincerePennsylvanianswhoshareabeliefintheconceptsofequaljustice,opportunityandequalityforallofourcitizens.TheCommissionissolution-orientedandcommittedtocreatingthenecessarylinkages,bothprivateandpublic,toassureinclusionofAfricanAmericansatalllevelswithintheCommonwealth.Assuchwearedeeplytroubledandconcernedabouttheincidentthattookplaceandbelievethat,inadditiontotheinvestigationunderwaybythePennsylvaniaHumanRelationsCommittee,federalinvestigationisalsowarranted.Ifaninvestigationshowsthattheactionsoftheswimclubwerediscriminatory,wewouldwanttoseeappropriateactiontakenforviolatingfederallaw.
