MATRIS: Massachusetts Ambulance Trip Record Information System.
Under the Commonwealth's EMS statute, the Massachusetts Department of Public Health (MDPH) is directed to collect and maintain standardized EMS patient data and information from licensed EMS services, based on the trip records their EMS personnel complete for each call to which they respond.

The requirements for completion of trip records are established in the Massachusetts EMS System regulations, and the specific elements that make up the statewide minimum EMS data set that must be collected and submitted to MDPH through MATRIS is established in Administrative Requirements 5-403 which outlines how the minimum information required by this administrative requirement for each EMS call MUST BE SUBMITTED to the Department within 14 DAYS OF THE CALL , via upload or direct on-line data entry, to the MATRIS website.

The following sampling of various private, nonprofit EMS services across the commonwealth more than suggests a problem of oversight - not only within OEMS but also the AGO's Public Charities Division.

This vacuum of accountability can lead to corruption - in all of its insidious forms - when left unchecked to "self-police".

The BARRE EMERGENCY & RESCUE SQUAD INC., though a registered 501(c)3 which formedin 1972 has never reported its ambulance receipts (aka the related program service revenue) tothe IRS. The organization’s revenues have been controlled by the Town of Barre’s PoliceDepartment. Total cash assets over its four decades of existence remain unknown.The following is a section of the Service’s 990EZ from 2009 that was completed and filed withthe AGO’s Public Charities Division in
 March ’13
by its Treasurer Daniel Stevens.
 
Though Stevens would claim under pains and penalties of perjury that the nonprofit, whichwas formed in ’72 to provide ambulance service for the Town of Barre, exists to
support
the
Rescue Squad
he also reported how the Service
responded to over 100 ambulance calls
