Why
(and how) should we apply
vulnerability
(andreliability) in
cost-benefit
evaluations or project evaluationsin general?This is particularly an issue in sparse non-urban transportnetworks, where the presence of vulnerability is more anproblem than reliability (because the transport network is soessential for access to community services for the localpopulation and access to markets for the local businesses)By adding vulnerability (and reliability) to the traditionalequations of costs and benefits, transport planners anddecision-makers may consider not only economicalarguments (costs versus benefits).

Vulnerability
 –The network’s susceptibility to failure.
Additional costs incur when persons, travellers or goods donot reach their destination in space or time as intended.
