Mr. Chairman, Congressman Regula, distinguished members of the Subcommittee:Thank you for this opportunity to present to you the appropriationrequest for the U.S. Consumer Product Safety Commission(CPSC) for Fiscal Year 2008 and to give you an overview of theagency.The CPSC is an independent, bipartisan federal commissionestablished by Congress and charged with protecting the publicfrom unreasonable risks of injury and death associated with morethan 15,000 types of consumer products under the agency’s jurisdiction.We accomplish this by enforcing the following statutes: TheConsumer Product Safety Act, the Federal Hazardous Substances

Act, the Flammable Fabrics Act, the Poison Prevention PackagingAct, and the Refrigerator Safety Act.To carry-out the various missions these statutes mandate, theCPSC appropriation request for Fiscal Year 2008 is $63,250,000,or an increase of $880,000 over the requested Fiscal Year 2007funding level. This request will support a staff level of 401 full-time equivalent (FTE) positions, an estimated reduction of 19FTEs over 2007. While this reduction will be necessary toaccommodate automatic salary and budget increases and othercritical needs, the Commission has been and will continue to beaggressive in maximizing efficiencies and leveraging ourresources to carry out our mission at this funding level.I am proud of what the agency has accomplished and of the manyfine professionals at the CPSC who work to keep hazardousproducts off the market.
