Illinois Appellate Court Appellant's (Shelton) Brief concerning appeal of civil case in chancery court for mandamus to FORCE the IL Dept of Corrections to maintain a functional parole system call-in numbers for parolees/releasees to check-in as mandated by law and their release agreement. The IL parole system is a scham where corrupt people and companies rip off the state but fail to adequately supervise parolees. This is classic government corruption, bribery, back room deals etc., and should result in a bunch of indictments. It endangers the public safety and makes a mockery out of parole.

I am litigating this case pro se on behalf of the citizens of Illinois, to bring to light the sham IL parole system which is ripping off the public and causing the parole system to be a revolving door back into prison destroying the economy and society in Illinois. We need intervention by the U.S. Attorney to indict the corrupt and change this system. We need new leadership in Illinois. The Director of the IL Dept of Corrections refuses to discuss this with me or deal with the problem. The Dir. of the IL State Police, Mr. Monken has refused to investigat this multi million dollar fraud.
