TALAKAYAN 20.10MGG Town Hall MeetingsJuly 2009
DescriptionTalakayan 20.10 is a series of informal Town Hall Meetings designed to engagecandidates in discussions on key public policy issues one topic at a time.Intended to be highly interactive, candidates are given the opportunity to answerquestions from the audience and from their fellow candidates. At the end of thetwo-hour Meeting, the audience uses Scorecards to evaluate how well thecandidates responded to questions.Meetings are covered by both traditional and non-traditional media. Aside fromTV, radio and print coverage, Meetings have a unique multi-media componentthat incorporates webstreaming and live updates on blogs and social networks.FormatAt the registration table, all audience members receive one blank Scorecard andone colored plastic chip each. Before entering the hall, they drop their chips inthe box of the candidate that they would vote for at that point in time, beforehearing what the candidates have to say on the topic of the day.The program begins with an introduction to the Talakayan 20.10 series and anexplanation of Meeting processes and Scorecard usage.Each candidate is given 5 minutes to give an opening statement on the topic ofthe day before the Meeting is opened up to questions. In the interest of timemanagement, questions are limited to 30 seconds each while answers are limitedto 2 minutes each.The Meeting ends with one-to-two minute closing statements per candidate. Theaudience members finish filling out their scorecards and return them to theorganizers. Scorecards will be tallied and compared to the chip count at thebeginning of the Meeting.

MGG will advertiseeach Town Hall Meeting among its network of Volunteers and Partners. Co-organizers will also be asked to market the event and get their members to pre-register with the MGG as Volunteers and reserve their seats.The audience will primarily be registered voters or persons of voting age.Public Policy TopicsEach Town Hall meeting will cover only one topic at a time. Topics include:
Education
Economy and Labor (covering public and private investments, fiscal policy, job generation)
Environment
Peace and Conflict Resolution
Poverty
Governance
Health
Justice
Agriculture, Agrarian Reform, and Food Security
Foreign PolicyThe organizers reserve the right to make changes to the public policy topics asdetermined by the public interest.
