Comments issued on: Oct 08, 2013 A review of the orderCs) cited in this inspection report has determined that further enforcement action is not necessary at this time. This decision relates only to this inspection date, location and orderCs) noted on this inspection report. A follow-up inspection may occur and/or a Notice of Compliance document may be required to authenticate compliance with the orderCs) noted. Issued on: 2013/09/17 BC Hydro reported an electrical contact which occurred on Saturday, September 14, 2013 at this location during the demolition of a building. A contractor s excavator (S&A Excavation Ltd. - IR2013156680138)) began breaking up a building, but the 110/220 volt service line had not been disconnected. Other buildings and mobile home residences were serviced by the privately owned high voltage line on the property. Surrey RCMP and BC Hydro responded to the site and disconnected the high voltage line near the property line, leaving the residences without power. BC Hydro informed the property owner that the high voltage line could be reconnected only after the owner hired a qualified electrical contractor to remove the damaged service lines and confirmed that the electrical service lines and equipment were safe to re-energize. There are several issues that must be addressed by the property owner: 1) Possible electrical hazards from damaged service lines. 2)Possible electrical hazards from temporary generators connected to the circuits by the residents. 3) Adequate oversight of the demolition activities to safely coordinate the work. The property owner immediately stopped all demolition work at this site after the electrical contact. There is a temporary fence around the work site and on-going supervision of the site. Refer to the Orders in this Inspection Report.

The property owner is acting as the prime contractor for a demolition project at this location but has failed to appoint a qualified coordinator for the purpose of ensuring the coordination of health and safety activities for the location. This is in contravention of the Occupational Health and Safety Regulation Section 20.3(2)(a)Ci). If a work location has overlapping or adjoining work activities of 2 or more employers that create a hazard to workers, and the combined workforce at the workplace is more than 5, the owner, or if the owner engages another person to be the prime contractor, then that person, must appoint a qualified coordinator for the purpose of ensuring the coordination of health and safety activities for the location.

Demolition of the motel cabin structures proceeded before the energized electrical service lines were disconnected and removed. This is in contravention of Occupational Health and Safety Regulation Section 20.113. Demolition must not proceed until all utility services which may endanger a worker have been disconnected in the manner required by the owner of the applicable utility service. Stop all demolition work at this site until the electrical service lines are disconnected and removed by a qualified electrician.

The demolition work at this site has not been adequately planned or carried by the property owner resulting in violations of WorkSafeBC requirements related to asbestos abatement and disconnecting electrical utilities. There are no written construction/demolition procedures to address the hazards that are expected from such work. The work has currently been stopped because of electrical hazards on the
site .

This is in contravention of the Occupational Health and Safety Regulation Section 20.3(4)(c). The information required by Subsection 20.3C2)Ca)Cii) includes a set of construction procedures designed to protect the health and safety of workers at the workplace, developed m accordance with the requirements of the Occupational Health and Safety Regulation. Note: the information required by Subsection 20.3(4) is a part of the overall health and safety program required by Part 3 of the Occupational Health and Safety Regulation (rights and responsibilities). See sections 118 and 119 of Part 3 of the Workers Compensation Act for the statutory requirements for coordination at multiple-employer workplaces and the general duties of owners. Before demolition work resumes on this site, the owner or the owner's qualified coordinator must provide a copy a written plan that addresses: 1) Disconnecting and removing the electrical service lines to the

buildings that will be demolished.


2) Control measures to work in close proximity to the privately owned high voltage power line (de-energized at this time) adjacent to the building to be demolished.
