DIXON TOWN HALL MEETING REMARKS10-10-13GOOD EVENING EVERYONE AND WELCOME TO THIS TOWN HALL INFORMATIONALMEETING. MY FELLOW MEMBERS OF THE CITY COUNCIL HERE IN ALPHABETICALORDER INCLUDE COMMISSIONERS DAVE BLACKBURN, COLLEEN BRECHON, DENNISCONSIDINE AND JEFF KUHN. HERE IN FRONT WITH ME IS SPECIAL ASSISTANT TO THECITY COUNCIL AND CHIEF OF POLICE DAN LANGLOSS AND CITY FINANCE DIRECTORPAULA MEYER. HERE IS THE FORMAT FOR TONIGHTS MEETING. DAN WILL REVIEWORGANIZATIONAL CHANGES AND BEST MANAGEMENT PRACTICES IMPLEMENTEDIN CITY HALL AND PREVIEW WHATS TO COME. PAULA WILL REVIEW THE CITY’SFINANCIAL PICTURE AND PROVIDE DETAILS OF FINANCIAL OBLIGATIONS INCURREDAS A RESULT OF THE EMBEZZLEMENT. FURTHERMORE, SHE WILL POINT OUT SOMEANTICIPATED MAINTENANCE EXPENSES ON THE HORIZON. FOLLOWING THOSEPRESENTATIONS, AND WE ASK THAT QUESTIONS BE HELD UNTIL THEN, WE WILLTAKE QUESTIONS AND SUGGESTIONS. YOU WILL BE ABLE TO SPEAK RIGHT FROMYOUR SEAT. TWO PEOPLE WILL CIRCULATE WITH MIKES. RAISE YOUR HAND ANDSTATE YOUR NAME FOR THE RECORD. BECAUSE OF THE LARGE NUMBER THAT MAYWISH TO ASK QUESTIONS OR MAKE A SUGGESTION WE WILL LIMIT EACH PERSON TO3 MINUTES EACH. FOR EXAMPLE, IF 60 OR MORE WISH TO SPEAK AT 3 MINUTES EACHTHAT’S A MINIMUM OF 3 HOURS AND WE DO WANT TO GIVE EVERYONE ANOPPORTUNITY TO MAKE THEIR VIEWS KNOWN. CONCERNING THE RECOVERY FUNDS. BEFORE ANY DISPOSITION OF FUNDS AREMADE BY THE COUNCIL, THERE WILL BE SEVERAL DAYS ADVANCE NOTICE TO THEPUBLIC AND PLENTY OF TIME FOR THE PUBLIC TO WEIGH IN ON A COURSE OFACTION. THE BOTTOM LINE FOR THE COUNCIL IS TO DO WHAT IS IN THE BESTINTEREST OF THE TAXPAYERS AND COMMUNITY AT LARGE. THAT IS OUR GUIDINGPRINCIPAL. AS MOST OF YOU KNOW, THE CITY COUNCIL HAS BEEN UNDERDISCLOSURE RESTRAINTS. FIRST OF ALL IT WAS BECAUSE OF THE PROSECUTIONSTAGE, WHICH HAS BEEN COMPLETED. SECONDLY, IT WAS BECAUSE OF THE CIVILLITIGATION STAGE AGAINST THE ACCOUNTING FIRMS AND THE BANK. EVERYACTION AND COMMENTS BY THE COUNCIL WERE BEING RECORDED. AS YOU KNOW,A SETTLEMENT AGREEMENT WAS REACHED AND WILL BE OFFICIALLY ACTED ON BYTHE COUNCIL AT A SPECIAL MEETING NEXT TUESDAY NIGHT. CONSEQUENTLY,UNTIL EVERYTHING IS SIGNED SEALED AND DELIVERED INVOLVING ALL PARTIESWE ARE NOT COMFORTABLE ANSWERING SPECIFIC QUESTIONS CONCERNINGACTIVITIES LEADING UP TO AND DURING THIS WHOLE SITUATION. AFTERDOCUMENTS ARE SIGNED WE WILL DISCUSS FURTHER.THIS HAS BEEN A TRAUMATIC EXPERIENCE FOR YOU, THE TAXPAYERS, THECOMMUNITY AT LARGE, CITY EMPLOYEES AND ELECTED OFFICIALS. A VERYSUCCESSFUL BUSINESSMAN W. CLEMENT FOUNDED A SMALL INSURANCECOMPANY, WHICH EVOLVED INTO ONE OF THE LARGEST INSURANCE COMPANY’S INTHE WORLD. HE EPITOMIZED THE ULTIMATE IN AN UPBEAT OPTIMISTIC POSITIVETHINKING ATTITUDE. HE BELIEVED THAT EVERY PROBLEM WAS AN OPPORTUNITYAND PROVED IT. FOR EXAMPLE WHEN ONE OF HIS MANAGERS WOULD COME TO HIMWITH A MAJOR CRISIS AND SAY WE HAVE A PROBLEM HE WOULD SAY THAT’S GOOD.
