TOWN OF ROSTHERN 
 BYLAW 2009-09
A BYLAW OF THE TOWN OF ROSTHERN TO FIX THE RATES TO BE CHARGEDFOR THE USE OF WATER AND SEWER SERVICES.
WHEREAS the Council of the Town of Rosthern deems it necessary to fix water and sewer rates at a level which will provide financing for expansion of the water supply, and,WHEREAS it is consistent with water conservation policy to discourage high-volume use of water, and,WHEREAS an equitable system of fixing water and sewer rates does not penalize the low-volume consumer, NOW THEREFORE in accordance with Section 23 of 
The Municipalities Act 
the Council of the Town of Rosthern in the Province of Saskatchewan enacts as follows:1.Except as provided in section 9, all water consumers shall pay to the Town the rates setforth in section 2 of Schedule

of this bylaw for each 1,000 gallons of water, or fraction thereof, that may be consumed.2.Except as provided in section 9, all persons who own or occupy real property drained, or required to be drained, into the sanitary sewers of the Town shall pay for such service aquarterly rent or service charge in accordance with the schedule set out in section 3 of Schedule

Commercial

water customers are all self-contained businesses, including thosewith residences located in the same building.(b)

Commercial 1" sewer customers are users with normal waste.(c)
A
Commercial 2" sewer customers are users with industrial waste, such as restaurants,hairdressers, meat shops, car washes, garages, etc.(d)
A
Institutional

water and sewer customers are schools, hospitals and nursing homes.(e)
A
 Nonprofit organizations

include municipalities, churches and service clubs.(f)

Residential

water and sewer customers are those not included in definitions (a),(b), (c), (e), (f) and (g) and (h).(g)

to this bylaw as a condition of the Town supplying water to thesaid consumer. The said deposit shall be refunded to the consumer when service to suchconsumer is discontinued and the meter is removed.5.Where a water meter is damaged due to a consume

s act or omission, the cost of repair or replacement of the meter shall be borne by the consumer.6.All water consumers shall pay to the Town a fee of $25.00 for turning on any water connection.(a)If the re-connection to reinstate the said service is at a time other than the municipalemployees

regular working hours, the re-connection fee shall be $40.00.7.A consumer may, on request, have a water meter checked for accuracy on payment of a$15.00 fee, provided that the fee shall be refunded to the consumer should the meter befound to be faulty through no fault of the consumer.8.Council may from time to time fix, by resolution, the fee to be charged for the various typesof service connections.9.No water or sewer rates shall be payable after disconnection if a water connection has beenturned off at the street by the servants of the Town at the request of the consumer.10.A minimum water and sewer charge of $8.00 per month shall apply where a consumer hasnotified the Town that no water will be used but has not requested discontinuance of serviceor the removal of the meter.11.All water and sewer accounts shall be rendered quarterly.cont

12.All water and sewer accounts are due and payable when rendered. If water and sewer ratesand charges are unpaid after thirty days from the date of mailing the account, service may bediscontinued without notice and a penalty of 2% per month on any unpaid amounts after 60days from the ending date of the billing period shall be charged.13.All rates, costs or charges imposed by this bylaw remaining unpaid after December 31, may be transferred to the tax roll of the Town and may be levied and collected in like manner asmunicipal rates and taxes are by law recoverable.14.Every person who contravenes any provision of this bylaw is guilty of an offence and liableon summary conviction to a fine of not more than $1500.00 but not less than $65.00.15.Bylaw 2007-05 is hereby repealed.16.This bylaw shall come into force and take effect on the date of approval of theSaskatchewan Municipal Board.Introduced and read a first time this 19
