Tourism has increasingly become a favored development approach for many developing nations, but how can policy-makers in these countries ensure that its benefits outweigh the related costs? The relative ease of entry and the economic benefits that can be generated have determined most developing nations to enter the tourism market as destinations. However, the socio-cultural and environmental costs associated with tourism development must also be considered. This then is the tourism development dilemma that public policy-makers from developing countries must address.
