present

in the World Trade Center Buildings at the

time

of the

September

11

incident.

For

this

estimate, we

selected

May 8,

2001 since

May 8 was

aTuesdayin amonth with moderate weather,

but

not aprime vacation

time.

The

number

of

security card accesses

on

Tuesday

May

8,2001 between

the

hours

of

12:00

AM

and

8:47

AM was

as
