Dear Attorney General Yehuda Weinstein:
Attached please find fraud complaint against Presiding Justice of the Supreme
Court Asher Grunis, filed with the Israel Police, Yarkon District.
The evidence, detailed in the complain, show that the Presiding Justice of the
Supreme Court colludes in fraud on the complainant and the people of the
State of Israel, pretaining to the appearance of Ms Sarah Lifschitz as Chief
Clerk of the Supreme Court for over 10 years with no lawufl appointment.
The courts in Israel also ruled that a court, where no due office of the clerk
exists, is not a competent court.
And the evidence shows that in the Supreme Court of the State of Israel, in
the absence of duly appointed Chief Clerk, obstruction of justice has become
a routine.
Needless to say, such circumstances undermine the integrity of the Israeli
court system from its foundation.
Given the seriousness of the matter, and its importance for public trust fo the
justice system in the State of Israel, already undermined, I request that you
instruct the Israel Police to immediately initiate investigation of instant
complaint.
Your response within 30 days is requested.

A. Alleged crimes
Previous complaints [1,2], filed with the Israel Police; documented the fact that
since 2002 there is no duly appointed Chief Clerk in the Supreme Court of the
State of Israel:
1.
The purported appointement f Ms Sarah Lifschitz as Chief Clerk was
never published in the official Register.
2.
Ms Sarah Lifschitz refuses to answer on repeated requests to present
her appointment record.
3.
The office of Administration of Courts refused to present Ms Sarah
Lifschitz's appointment record, claiming that it was a record of internal
deliberations.
Therefore, Ms Lifschitz has no lawful appontment record.
Under such circumstances, the Complainant was denied access to the
Supreme Court by the office of the clerk, which engaged in false registration
of petitions to the High Court of Justice, which were filed by the Complainant
in effort to protect his fundamental rights against the authorities of the State of
Israel:
1.
Dr Joseph Zernik v Governor of Bank of Israel Stanely Fischer
(7650/12)
2.
Dr Joseph Zernik v Minister of Justice Tzipi Livni and Director of the
Administration of Courts Michael Spitzer (2689/13).
In both cases, the Complainant was was effectively denied access to the
Court by the office of the clerk.
In both cases, the Complainant eventually was forced to seek protection by
another nation of his rights in Israel, a situation that resembles conditions here
under the Ottoman Empire.
Under such circumstances, the Complainant asked Presiding Justice Asher
Grunis to present the appointment record of Ms Sarah Lifschitz as Chief
Clerk of the Supreme Court.
The Presiding Justice response in part says: Ms Sarah Lifschitz, Chief Clerk
of the Supreme Court, was appointed in accordance with the customary rules
of the State Service for persons of her rank.
Such response by Asher Grunis should be deemed false and deliberately
misleading; information that was provided with the intent of having Dr Zernik
rely on the authority and high rank of Mr Asher Grunis, so that Dr Zernik
believe that Ms Sarah Lifschitz indeed was a lawfuly appointed Chief Clerk',
that a lawful office of the clerk is in place in the Supreme Court, and that Dr
Zernik as accorded Equal Protection under the law of the State of Israel.

With it, the Presiding Justice of the Supreme Court colluded in blatant
violation of the fundamental Human Rights of the Complainant, including, but
not limited to the right for Due Process and for Property.
The Complainant alleges that Presiding Justice Asher Grunis's response was
and is fraud on the Complainant and on the people of the State of Israel.
In parallel to filing instant complaint with the Israel Police, the Complainant
addresses the Attorney General with a request to instruct the Israel Police to
initiate a criminal investigation in this matter [letter to the Attorney General
is attached].
B. The Complainant
Dr Joseph Zernik Dr Zernik is a Social Protest activist.
Dr Zernik has specialized over the past decade in examination of the
electronic records of the courts in Israel and beyond.
Dr Joseph Zernik founded several years ago Human Rights Alert - an NGO,
which files Human Rights reports with the United Nations.
The Human Rights Alert (NGO) submission to the Human Rights Council of
the United Nations was incorporated into the 2010 Periodic Review Report
regarding Human Rights in the United States, with the note: "corruption of the
courts and the legal profession and discrimination by law enforcement in
California".
The Human Rights Alert (NGO) submission to the Human Rights Council of
the United Nations was incorporated into the 2013 Periodic Review Report
regarding Human Rights in Israel, with the note: "lack of integrity of the
electronic records of the Supreme Court, the district courts and the detainees
courts in Israel."
Dr Zernik authored papers on these subjects, which were published subject to
anonymous peer-review in international academic journals in computer
science and criminology.

C. The Suspects
Mr Asher Grunis Presiding Justice of the Supreme Court of the State of
Israel.
In 2012, Mr Asher Grunis was appointed to the high office of Presiding Justice
of the Surpeme Court of the State of Israel. In such office, Mr Grunis stands
at the top of the court system of the State of Israel.
D.

Outline of Events

The Complainat, Dr Joseph Zernik, filed on April 15, 2013, Petition for a
Conditional Decree in the Supreme Court Dr Joseph Zernik v Minister of
Justice Tzipi Livni and Director of the Adminstration of Courts Michearl Spitzer

(2689/13) and paid the full court fees in the sum of NIS 1,780. In such
Petition Dr Joseph Zernik tried to protect his fundamental rights against sham
litigation against him in the Haifa Magistrate Court.
However, filing the commencing record and other records in the Petition were
not duly registered in the computer system of the Supreme Court, leading to
obstruction of justice.
Consequently, the Petitioner wrote to the Presiding Justice of the Supreme
Court Asher Grunis and asked for correction of the registration of the records,
so that the Petitioner gains fair and honest service for his money and Equal
Protection under the Law.
In his response, the Presiding Justice referred the Complainant back to the
office of the clerk of the Supreme Court in this matter.
In his reply, Dr Zernik noted that to the best of his knowledge there was no
duly appointed Chief Clerk in the Supreme Court. Therefore, he again
requested that the Presiding Justice address the false registration under his
due authority.
In his response, the Presiding Justice again referred the Complainant to the
office of the clerk.
Therefore, Dr Zernik asked the Presiding Justice to present the appointment
letter of Chief Clerk Sarah Lifschitz. Absent due appointment letter, the
referral of Dr Zernik to the office of the clerk by the Presiding Justice was false
and misleading.
In contrast with the previous requests, no response was initially received on
the latter request.
Therefore, on June 18, 2013, Dr Zernik sent a repeat request [Attachment 1],
in which he explicitly noted the evidence that Ms Sarah Lifschitz appeared as
Chief Clerk with no lawful appointment record, and in fact was a sham Chief
Clerk.
In his response, dated August 5, 2013, [Attachment 2] Presiding Justice
Asher Grunis effectively refused to present Ms Sarah Lifschitz's appointment
record. With it, the Presiding Justice did not hesitate to explicitly state - Ms
Sarah Lifschitz, Chief Clerk of the Supreme Court... - a false and deliberately
misleading statement.
Moreover, in his response, the Presiding Justice stated that Ms Lifschitz was
appointed in accordance with the customary rules of the State Service for
persons of her rank. Such statement should be deemed false and
deliberately misleading.
The Complaiiant, Dr Joseph Zernik claims that Mr Asher Grunis's response
shold be deemed false and delibearately misleading. Such response was
provided in attempt to have the Petitioner Dr Joseph Zernik rely on the
authority and high office of Mr Asher Grunis as Presiding Justice of the
Supreme Court, so that Dr Zernik believe that Ms Sarah Lifschitz indeed was
a duly appointed Chief Clerk, that in the Supreme Court a lawful office of the
clerk was in place, and that the Complainant was accorded Equal Protection
under the Law of the State of Israel. With it, Mr Asher Grunis, Presiding
Justice of the Supreme Court colluded in denying Dr Joseph Zernik's acccess
to the Surpeme Court and to Equal Protection under the Law.

The Complainant claims that Presiding Justice Asher Grunis in this matter is
fraud on the Complainant and on the People of the State of Israel.
E.
Significance of the Chierf Clerk for integrity of the Supreme
Court and the harm in appearance of sham Chief Clerk.
Pursuant to the law of the State of Israel, as is the case in numerous other
nations, the Chief Clerk is responsible for:
1.
Custody of the records of the Court and their integrity;
2.
Service of the Court's decisions and their authentication;
3.
Certification of the Court's decisions, and
4.
Signing various records, for example Conditional Decrees of the
High Court of Justice.
In the absence of duly appointed Chief Clerk in the Supreme Court, such
duties are not lawfully performed, or are not performed at all!
Therefore, conduct of Mr Asher Grunis, who permits the ongoing
appearance of Ms Sarah Lifschitz as Chief Clerk with no lawful
appointment record, and tries to have the Complainant and the people of
the State of Israel rely on his response that in the Supreem Court there is
indeed a lawfully apponted Chief Cler, undermines the foundations of the
Rule of Law in the State of Israel.
