AffordableCareAct;section1002wouldtemporarilysuspendthelimitationonborrowingbytheTreasurythroughFebruary7,2014,unlessajoint
resolutionofdisapprovalisenacted.CBOestimatesthatthoseprovisionswouldhavenobudgetaryimpactrelativetothebaseline.

TheseamountsaresubjecttodiscretionaryspendinglimitsintheBalancedBudgetandEmergencyDeficitContolActof1985asamended(theDeficit
ControlAct).ThespendinglimitswereestablishedintheBudgetContolActof2011(P.L.11225),whichamendedtheDeficitControlAct.

Assumescontinuationofthe2013discretionaryappropriationsunderthesameauthorityandconditionsprovidedinthe2013actsexceptforthefull
yearfundingintheContinuingAppropriationsResolution,2013(P.L.112175)andfundingintheDisasterReliefAppropriationsAct,2013(P.L.1132).

Designatedpursuanttosection251(b)(2)oftheDeficitControlAct.

Sec.156wouldallowtheSecretaryofTransportationtoobligateexistingfundsforemergencyreliefprojectsinColorado.CBOestimatesthatthiswould
resultinincreasedoutlaysin2014by$50million,butwouldnotincreaseoutlaysoverthe20142023period.Thesefundswouldbedesignatedasan
emergencyrequirementpursuanttosection251(b)(2)oftheDeficitControlAct.
