The aim of this research is to analyze the communication policy planning by Pekanbaru Govement in controlling sidewalk traders. Thisresearch was held by using qualitatif method through a case study. Thetechniques of collecting data of this research were by using depth interview, participant observation, and documentation. The planning of communication policy by the goverment in Pekanbaru has several weaknesses. Of courses it determined the ways of goverment how to socialize to the sidewalks traders(PKL). The communication policy planning to control the trades used several ways such as giving some letters, creating integrated team, making routineoperation by patrol cars and building new markets. The goverment communication policy was based on the regulation number 5, 2002 and alsothe “Program K3”. In fact, the regulation is not implemented well by thegoverment. Therefore, the traders (PKL) will always come back to thesidewalk or road to sell their goods again.
