DISTRICT 8 & THE FISCAL YEAR 2014 BUDGET
 
Dear Constuents and Friends:
 
This report provides an overview of the Fiscal Year2014 budget and its impact on our district. As youwill see, through negoaons with theadministraon, the Council was able to avertaddional cuts to crical services for our city.We again made children our top priority withrestoraons to childcare, aer
-
school, beacon andNYCHA Cornerstone programs. And we putpressure on the Bloomberg administraon to saveall of the NYCHA community centers and seniorcenters that had been slated for closure due tofederal cuts. We also kept all rehouses, publicpools and libraries open. We were even able tomake enhancements in key funding areas likesupport for homebound seniors, immigrants andCUNY students of color.
 
At the local level, I was able to secure $1 million inexpense and $7.5 million in capital funding for vitalservices and upgrades in El Barrio/East Harlem,Mo Haven and Manhaan Valley, which you’llread more about in the report.

THE CITY COUNCIL MAKES KEY RESTORATIONS
 
Each year, the City Council has the ability to negoate with the Mayor to puthundreds of millions of dollars in proposed cuts back into the budget and alsosponsors iniaves which bring addional funding into our communies. This year,restoring the Mayor’s cuts to aer school and child care programs were among thetop priories of the Council. Following negoaons, we successfully restored theseservices for tens of thousands of families across the ve boroughs. Melissa ghtshard every year to ensure that our district get its fair share of citywide funds.
 
· $60 million for Early Childhood Educaon
 
· $72 million for Aer School Programs
 
· Keeping more than 60 NYCHA Senior &Community Centers open
 
· $106 for Libraries
 
· $32 million to maintain the City’s Parks

Melissa fought to save allNYCHA senior and communitycenters, which had been slatedfor closure. Doing so also saved325 jobs for NYCHA employeesat these centers.

Working with her colleagues, Melissa has secured nearly
$1 million
in expense funds for organizaons that serveour district. These funds support a wide range of groupsthat provide services to our youth, seniors, people livingwith HIV/AIDS, low

income families, public housingresidents, the formerly incarcerated and the public atlarge. She also helped restore $
4.4 million
in funding tolocal childcare and aer
-
school programs.
 
Note: This dollar amount does not include the funding provided tolocal organizaons through City Council iniaves.
 
Melissa has also secured an addional
$11 million
incapital funds, in partnership with the Speaker and hercolleagues. These funds will support importantcommunity infrastructure projects, including technologyfor schools, security for housing developments,investments in playgrounds, , renovaons to our culturalinstuons. These funds include

Parcipatory Budgeng
iniave, where residents were given the power todecide how to allocate capital funds.
