nowadays

the
 
lovely
 
scandal
ridden
 
City

Miami
 
Beach.
 
Reformers
 
will
 
win
 
half 
 
the
 
positions,
 
at
 
least
 
according
 
to
 
the
 
relative
 
positioning
 
of 
 
the
 
candidates
 
on
 
a
 
graphic
 
illustration
 
of 
 
who
 
is
 
running
 
for
 
what
 
that
 
appeared
 
in
 
the
 
October
 
10
 
edition
 
of 
 
the
 
local,
 
free
 
sidewalk
 
rag,
 
the
 
SunPost
 
Weekly.
 
That

the
 
underlying
 
attraction.

religion
 
worships
 
absolute
 
power,
 
politics
 
distributes
 
it.
 
The
 
opposition
 
spoken

a
 
faux
 
opposition
 
despite
 
all
 
good
 
intentions,
 
merely
 
the
 
force
 
needed
 
to
 
rotate
 
the
 
feeders
 
at
 
the
 
trough
 
to
 
avert
 
a
 
real
 
revolution.
 
Newcomers
 
conform
 
to
 
the
 
office,
 
not
 
vice
 
versa.
 
There
 
shall
 
be
 
little
 
change
 
besides
 
a
 
change
 
of 
 
part
 
of 
 
the
 
guard

secures
 
the
 
spoils
 
system.
 
Of

rattling

incumbents
 
have
 
the
 
advantage,

elite.

no
 
fear:
 
our
 
system
 
is
 
stable.
 
The
 
City

Miami
 
Beach
 
has
 
a
 
tradition
 
of 
 
corruption
 
like
 
any
 
other
 
city.
 
Some
 
arrests
 
are
 
made,
 
there
 
is
 
a
 
clamor
 
to
 
clean
 
out
 
city
 
hall,
 
some
 
progress
 
is
 
apparently
 
made,
 
but
 
then
 
the
 
dirt
 
begins
 
to
 
creep
 
back
 
in
 
and
 
settle.
 
Yes,
 
there
 
will
 
be
 
some
 
tinkering
 
with
 
the
 
machine,
 
but
 
no
 
lasting
 
radical
 
reform
 
until
 
the
 
whole
 
lot
 
are
 
gotten
 
rid
 
of 
 
at
 
once
 
and
 
complete
 
outsiders
 
wheeled
 
in
 
to
 
take
 
their
 
place
 
under
 
a
 
charismatic
 
strong
 
mayor
 
until
 
the
 
next
 
periodic
 
cleansing.
 
Total
 
cleansing,
 
however,
 
can
 
never
 
happen
 
according
 
to
 
the
 
charter.
 
It
 
will
 
be
 
most
 
interesting
 
to
 
see

too
 
treacherous
 
to
 
be
 
counted
 
on.
