Westchester County InitiativesIn 1995, the Department of Environmental Facilities (DEF) of Westchester County, NY enacted an environmental policy to prevent pollution and exceedlegal regulatory requirements where practical. The county's Department of PublicWorks' bid solicitation requires contractors to use ultra-low diesel fuel andvehicles that are retrofitted with diesel oxidation catalysts (DOCs) or crankcasevent filters (CVFs), or have engines certified to the 2007 US EPA standard for  particulate matter (PM).

Environmental Management System (EnvMS) Requirements
 
 Yonkers Joint Wastewater Treatment Plant (YJWWTP)Consultant Agreement Language:
 The consultant recognizes that the YJWWTP has an Environmental Management System and shallcooperate with the DEF Environmental Policy and all associated procedures and protocols. Consultantshall ensure that all work products produced for YJWWTP including but not limited to design documents,bid specifications and drawings, are consistent with the Environmental Policy and EnvMS requirementsincluding the Special Notice to Contractors, Executive Order No. 3 2005-Environmentally PreferableProducts and Executive Order No. 2 of 2006-Environmentally Preferable Cleaning Products.Consultant shall ensure competency of staff and subcontractors, based on training, education, licensing,and/or experience, to perform tasks on behalf of YJWWTP that can impact the environment. Environmental Management System (EnvMS) Requirements
 
 Yonkers Joint Wastewater Treatment Plant (YJWWTP)
 
General
 The Contractor is responsible for complying and ensuring that all the contractor's subcontractors complywith all federal, state and local environmental and health and safety legal requirements.The Contractor recognizes that YJWWTP has an Environmental Management System and shall conformto and ensure the conformance of any subcontractors to the DEF Environmental Policy, all EnvMSassociated procedures and protocols, and the requirements of this Special Notice.
Training
 Prior to performing work, a two-hour EnvMS training session by DEF Personnel is required for the projectsuperintendent, project manager and the responsible foreman for the Contractor and all subcontractors.
 
The Contractor shall ensure the attendance of these staff. The contractor shall ensure that a minimum of one person who has participated in the EnvMS training is available on-site anytime contractor personnelare performing work are on-site.
Competency
 Contractor shall ensure staff and subcontractors are capable, based on training, education, licensing,and/or experience, to perform tasks that can impact the environment. Contractor shall maintain recordsof competency available to DEF upon request.
Project Coordination
 The Contractor shall designate a staff member who will be responsible for the oversight of EnvMS projectrequirements and to work as a liaison with the Plant Superintendent. This person, or their properlyqualified designee, must be available anytime contractor personnel are on-site performing work.
Working Environment
 In addition to the hazards typically found on construction and industrial sites, the following specifichazards are present at the Yonkers Joint Wastewater Treatment Plant:· Digester Gas (consists mostly of methane - the primary component of natural gas)· Class 1, Division 1 Explosion Proof Areas· Confined Spaces· Chemical Storage/Hazardous Materials· Hydrogen Sulfide· High Pressure Lines· Open Tanks / Drowning Hazards· Ladders, Platforms & Slippery Surfaces· High Voltage Electrical Systems· Potential Exposure to Blood Borne Pathogens· Automatic EquipmentThe contractor shall plan work appropriately for this environment and the specific location(s) of the plantwhere work is anticipated and implement the necessary health and safety precautions including, but notlimited to, the use of proper equipment, including non-sparking tools, proper personal protectiveequipment (PPE) and monitoring equipment, and compliance with contractor Confined Space Entry andLock-out / Tag-out programs. The contractor shall develop a health and safety plan specific to theYJWWTP and the work planned and shall perform all work in conformance with the plan. The contractor shall ensure the health and safety plan addresses all relevant hazards including, but not limited to, theaforementioned hazards. The plan must be kept on site at YJWWTP when work is being performed andmust be made available to DEF personnel upon request.
