RE: Brookfield Landfill Contract Status

Dear Comptroller Thompson:

We would like to take this opportunity to address the recent announcement from
your office that the contract between the New York City Department of Environmental
Protection (NYC DEP) and Brookfield Cleanup Associates (BCA) was not approved for
certification.

As you may or may not be aware, the remediation of Brookfield has been pursued by
the Staten Island community for approximately 25 years. Residents and elected officials
have had their hopes raised on more than one occasion that this clean-up would begin only
to have resources diverted and the project stalled. That is why the recent announcement
from your office is both disheartening and alarming. It is imperative that your office and
NYC DEP come to an agreement on how this impasse may be rectified as quickly as possible.

The residents of the communities adjacent to this toxic dumping ground have
waited far too long already for this remediation plan. The New York State Department of
Environmental Conservation (NYS DEC) and NYC DEP have worked with us and allocated
the funding required to complete this project. We simply cannot allow that this site plan be
derailed yet again due to contractual issues.

Therefore, we would like to reiterate that you work with NYC DEP on a quick and
satisfactory resolution that certifies a contractor. We would like to thank you for giving this
issue the proper attention it deserves and welcome the opportunity to discuss the matter
further.
