Description
Citizenship at birth alone is insufficient to determine natural-born citizenship. It alone is not sufficient to be born of citizen parents. Those who are citizens by birth and born to citizen parents are natural born citizens.

The CONSTITUTION does NOT say: No person, except one "born in the country, of parents who are citizens" [Vattel] ...
If the Founders had not wanted an expansive definition of citizenship, it would only have been necessary to say, 'no person, except a native-born citizen.' Or: 'no person, except one born in the country, of parents who are citizens' !
