of Bali, which is situated between Java

Brief Overview of Badung Regency

- Badung Regency is located on the southern part of Bali island


- Total area: 418,52 km² (7,43% of Bali Island)
- Population: 402.260 (2008)
- Consist of six sub districts: Petang, Abiansemal, Mengwi, North Kuta, Kuta, South Kuta
- Three main economic sectors: tourism industry, agriculture, handicraft industry
Development Area

Base on its topography, vegetation, ecology, and


socio-economic situation, Badung Regency is divided
into three areas of development:

Northern of Badung:
Consist of Petang sub district, which functions as an agriculture
area and forest conservation area

Central of Badung:
Consist of Abiansemal Sub district, a half part of Mengwi and
North Kuta Sub district. This area of development serves as an
agriculture area, handicraft industry centre, and public services
centre at regency scale.

Southern of Badung:
Consist of another half part of Mengwi and North Kuta Sub
district, also Kuta and South Kuta Sub district. Main economic
activitiy in these areas is tourism industry.

 The implementation Regional Governance Act No 32 year 2004 and the direct
election system of head of local government which brings:
 Opportunity:
 Greater autonomy in formulating public policies
 Policy is made to solve real problems at local level
 Challenge:
 People’s greater expectation for a better public services, social and
economic development, quality of life
 The Government of Badung Regency observes that the region have economic
potency for development, that are:
 Natural resources: develop agriculture
 Socio-economic resources: develop cultural tourism
 Creative economy: develop handicraft industries
 The three main economic sectors are highly interconnected, therefore best
practices are needed to manage these sectors in order to generate welfare.

In delivering public services, we put attention to


some development areas, such as:

 Best practice mainly put at human development:


 Development should be started from human

 In Bali, the core of people’s activity is located in traditional organization


such as traditional village. The same situation also applied in
agriculture, where farming land are managed by Subak (Balinese
traditional farmer organization)
 Most of population live in rural area, within traditional village, and live
with traditional values and culture
 Local traditional culture has become a uniqueness, which supports
cultural tourism, handicraft industry, and agriculture.

 Form of best practice:
 Giving an economic stimulus by distributing 10% of regional income from
regional tax proportionally to 46 villages, 120 traditional villages, and 190
subak in Badung Regency. This stimulus is given to generate people’s
productivity in economic, social and cultural activities. Through this
scheme each year these groups earn:
 Rp 100 million for traditional village
 Rp 75 million for village
 Rp 10 million for subak
 Pattern of utilization:
 40 % : parhyangan (religious) to support religious and cultural activities, culture
coservation
 40 % : palemahan (environmental) to maintain the environment
 20 % : pawongan (humanity), as source of capital for rural economic activity
 Results
 The dynamics of social-cultural activity: artist groups in every village
 Employment opportunities in rural areas: cooperatives; Micro, Small and
Medium Enterprises

 Reasons:
 The increasing level of social-economic activities within rural
areas, and between rural-urban area
 To increase environment hygiene, stimulate investment-
economic growth-employment opportunities
 Form of best practice:
 Allocate regional budget annually to build, maintain and
improve roads, bridges, irrigation system, drainage, public
schools, health care facilities, step by step and in sustainable
way.

 Reasons
 Agriculture is an important economic sector:
 Provide food for the people, also to supply tourism industry
 Accounted for 10% of local economy
 How?
 Forest conservation to preserve water supply
 Publish spatial planning regulation to conserve farming land
 Tax subsidy for farming land’s tax
 Capital enhancement, giving aid in the form of plant seeds and agriculture
equipments for Subak
 Establishing Vocational School in agriculture
 Buying some of the farmers crops through employee’s cooperative
 Results
 The production of rice reached 135.294 tonnes in 2008, exceeded
provincial target which was 109.729 tonnes.
Obstacles in Implementing
Best Practice

 Government side:
 Human Resources:
Regional autonomy requires local government to be creative,
innovative, having a global horizon. However, some government
apparatus do no have such capability.
In Badung Regency, government employees have been
encouraged to strengthen their capacity by sending them to
training, and postgraduate study (self finance, cost sharing,
scholarships).
 Community side:
 Some are still pay less attention to development activities, put
whole responsibilities to government
To deal with this issue, Gov of Badung Regency have been trying
to stimulate the people to participate actively.
Conclusion

 The implementation of Local Governance Act No 32 year


2004 and Direct Local Government Election bring challenges
and opportunities for regional development process at local
level.
 Best Practice is the answer to overcome challenges and
maximize opportunities in improving people’s quality of life.
