FrancoThe Inter-American Foundation is an independent Federal agency thatsupports social and economic development in Latin America and theCaribbean. It makes grants primarily to private, indigenous organizationsthat carry out self-help projects benefiting po or people.The Inter-American Foundation was created by Congress in 1969(22 U.S.C. 290f) to support the self-help efforts of poor people in LatinAmerica and the Caribbean. The Foundation was established because ofcongressional concern that traditional p rograms of development assistancewere not reaching poor people. Instead of working through governments, theFoundation responds directly to the initiatives of the poor by supportinglocal and private organizations. Approximately 75 percent of the Foundation's funds are derived from congressional appropriations and theremainder from the Social Progress Trust Fund of the Inter-AmericanDevelopment Bank.The Foundation is governed by a nine-member Board of Directorsappointed by the President with the advice and consent of the Senate. Bylaw, six members of the Board are from private organizations and three arefrom the Government.The Foundation has made 3,642 grants, totaling over $385 millionin 36 countries of Latin America and the Caribbean. to private, grassroots organizations, including community associations andsmall urban enterprises or to la rger organizations that work with localgroups and provide them with credit, technical assistance, training, andmarketing services.
