This toolkit was originally developed in response to a request from the Public Sector and Institutional Reform Cluster (ECSP4) of the Europe and Central Asia (ECA) Region for the assessment of Treasury Single Account (TSA) operations in Kyrgyz Republic in October 2012. Its transformation into a generic TSA rapid assessment toolkit was supported by the Governance and Public Sector Management Practice
(PRMPS) of the World Bank’s Poverty Reduction and Econ
omic Management (PREM) Network. The toolkit was shared with a number of government officials, and project teams for field testing, and to benefit from additional feedback for possible improvements since then. The author of this technical note, Cem Dener (PRMPS, World Bank), wishes to thank the numerous World Bank staff and government officials commented on the toolkit since its introduction in 2012. This document also benefited from the feedback received from the Financial Management Information Systems (FMIS) Community of Practice (CoP) members. The toolkit will be posted on the FMIS CoP website (https://eteam.worldbank.org/FMIS) for further comments and suggestions, and maintained through regular updates to reflect the changes in TSA practices or country needs in the future.
