Brownfields AssessmentDemonstration Pilot
EPA's Brownfields Economic Redevelopment Initiative is designed to empower states, communities, and otherstakeholders in economic redevelopment to work together in a timely manner to prevent, assess, safely clean up, andsustainably reuse brownfields. A brownfield is a site, or portion thereof, that has actual or perceived contamination andan active potential for redevelopment or reuse. EPA is funding: assessment demonstration pilot programs (each fundedup to $200,000 over two years), to assess brownfields sites and to test cleanup and redevelopment models; job trainingpilot programs (each funded up to $200,000 over two years), to provide training for residents of communities affectedby brownfields to facilitate cleanup of brownfields sites and prepare trainees for future employment in the environmentalfield; and, cleanup revolving loan fund programs (each funded up to $500,000 over five years) to capitalize loan fundsto make loans for the environmental cleanup of brownfields. These pilot programs are intended to provide EPA, states,tribes, municipalities, and communities with useful information and strategies as they continue to seek new methodsto promote a unified approach to site assessment, environmental cleanup, and redevelopment.
BACKGROUND
EPA has selected the City of Covington for aBrownfields Pilot. Covington (populationapproximately 43,000) is a landlocked communitylocated between the Ohio and Licking Rivers. Thecity is also bisected by a north-south interstate highwayand two railroads. Due to its riverfront location andaccess to major transportation routes, it was once abustling city of industry. The area targeted by thePilot is the city's Enterprise Zone (population 30,954),a 9.5-square-mile area comprising downtownCovington. Unemployment in the area is 9.5 percent,and approximately 15 percent of the population livesin poverty.Once the developable land in Covington was consumed,industries and factories had no opportunities to expandtheir operations. Companies were forced to mergewith larger firms or relocate to the suburbs.Additionally, to protect residents, the city adopted azoning code in 1930 that required industrial propertiesto "down-size" near residential neighborhoods. Thecombination of these two situations created a flight tothe suburbs by both industry and the residents whocould afford to relocate. Covington was left withdeteriorating, vacant and potentially contaminatedproperties, and the remaining, mostly minority
