PURPOSE
OnJuly29,2008,theLosAngelesPublicSafetyCommitteepassedamotionrequestingtheDepartmenttoresearchagun-shotlocationsystemknownasShotSpotterandothersimilargunfirelocationtechnologies.Furthermore,thePublicSafetyCommitteerequeststheDepartmenttoinvestigateitsapplicabilityandpotentialusefulnesstopoliceoperations.
BACKGROUND
Accordingtothevendor,theShotSpotterGunshotLocationSystemdetectsweapons-fireeventsoverlargeenvironments.ShotSpotterproductsrangefromapplicationsforpublicsafetyagenciesand911dispatchcenters,tofullymobile,inter-networkedwirelesssystemsforthemilitarythatarecapableofdetectingandlocatingmanytypesofweaponeventsinvariousenvironments.Thesystemutilizesacousticsensorsdeployedinadesiredcoverageareathatcommunicatebackvariousbasestations.Thenumberofbasestationsvariesbasedonthedeployedarea'sterrain.Thebasestationsthenconnecttoacentralcomputerthatcanbelocatedatadispatchcenter.Thesensorsprovideanacoustictriangulationtolocategunfireacrosswideareas.Onaverage,ShotSpottersystemsdeploywith15-20sensorspersquaremile.ShotSpottercanuseeitherwiredorwirelesssensorsdeployedoverareasfromone-halfsquaremilesuptotensofsquaremiles.Inorderforthesystemtodetectagunshot,itmustbedetectedbythreeormoresensorsinthearea.Sincethesystemutilizesacousticsforitssensors;gunfireinsidebuildingsandvehicleswillnotbedetected.ShotSpotterstatesthatthesystemwillalerttogunfireevents80%ofthetimewithaccuracyof25metersorbetter.Agunshotalertusuallytakeseighttofifteensecondsbeforereachingtheoperator.
FINDINGS
Researchrevealedthatin2007,twentyninethousandsevenhundredsixtyseven shotsfired callsweregeneratedintheCityofLosAngeles.Nodatawasavailabletodeterminehowmanyofthosecallswere falsecalls ormultiplecallsgeneratedforthesameincident.In1999theNationalInstituteofJustice(NlJ)conductedastudyinDallasTexasbydeployingShotSpotterwithinonesquaremilefortwomonths.TheNIJstudyrevealedthatdeployingShotSpotterincreasedpoliceworkloadnearlyfive-foldbyhavingofficersrespondtoeveryalarmincidentdetectedbyagunfiredetectionsystem,inconjunctiontothenormalcitizencallreports.
