Dear Reader:Since President Clinton issued the rst U.S. Government policy against humantracking in 1998, we have seen unprecedented orward movement around the world in the ght to end human tracking, a orm o modern-day slavery. A maority o the world’s countries now have criminal legislation prohibiting all ormso tracking in persons, and global awareness has been immeasurably raised. Yet much remains to be done, particularly in identiying and addressing theroot causes o tracking, including policies and practices that contribute to thetracking o vulnerable populations. From girls denied schooling or coerced into under-aged marriages, toethnic minorities without citienship or birth registration, to migrant workers orced to work against their  will by employers who abuse legal processes – the eectiveness o long-term prevention eorts will requireus to look careully at causal actors and commit to relevant reorms. The ninth annual Tracking in Persons Report sheds light on the aces o modern-day slavery and on newacets o this global problem. The human tracking phenomenon aects virtually every country, includinthe United States. In acknowledging America’s own struggle with modern-day slavery and slavery-relatedpractices, we oer partnership. We call on every government to oin us in working to build consensus andleverage resources to eliminate all orms o human tracking. This year, there is new urgency in this call. As the ongoing nancial crisis takes an increasing toll on many o the world’s migrants – who oten risk everything or the slim hope o a better uture or their amilies – too oten they are ensnared by trackers who exploit their desperation. We recognie their immense suering, and we commit to aiding their rescueand recovery. As we move orward to meet the challenges o today, I am committed to sharing the lessons learned romour past eorts, and I oer our collective expertise to collaborate with you in bringing relie to victims,ustice to perpetrators, and hope to uture generations currently in peril.Bringing an end to the global trade in people is a priority or the United States in keeping with American values that place a premium on human rights, democracy, and the rule o law.
