CAPR 50-17, CAP Senior Member Professional Development Program
This revision includes general administrative changes. The revision outlines changes to the Level I orientation program as well as the composition and delivery method of new senior member information to reflect its on-line only distribution. It also deletes reference to Specialty Track 218, Plans and Programs.
CAPR 111-1, Qualifications and Duties of Legal Officers
Incorporates recent National Legal Officers College financial hardship information.

IAW CAPR 173-1 subordinate units must complete and submit to the wing finance officer the following documents: an annual budget, CAPF 172, CAPF 174. Once these documents are submitted, the unit must complete a CAPF 171 within e-services. This all must be completed by 1 Oct 2013. The following units must complete this requirement ASAP:

We've had a couple of wings overspend on their allotted mission budgets over the past few months. Although the overspending was by small amounts, there were enough incidents to now take note. We do not have the flex we did a few years ago to just move money, we are expected to execute to the budgeted amount per mission number loaded into WMIRS. If we continue to overspend we will not ask RMR/LR to bail us out (we need their  permission), we won't be asking NHQ to spend their day moving money around because we overspent. What we will do now, is the wings will have to cover the over spending out of their wing accounts. I understand we want to spend every penny before the money is reallocated in a few weeks but we must manage what we have. Please ensure we are spending what was approved and no more. ~Col Bost, RMR/CC

CAPF 171, Unit Commander's Financial Disclosure Update
CAPF 171, Unit Commander's Financial Disclosure, is no longer a paper form. This electronic form can be completed in eServices by all unit commanders. By making this form electronic, it eliminates the need to manually complete and file the CAPF171 at year end.
 
2 The due date for the certification of financial information remains at 1 November each year. This form is available now to all unit commanders. Each unit commander will complete the certification by going into eServices. Navigate to the Commander's Corner application and then select the Form 171 Submission Module. CAP eServices will record the person and date completing the certification. If you have any questions, please coordinate through your wing, who may contact the Wing Financial Analyst.

Cadet Programs
Leadership phase-out
By now everyone in the cadet community should know that after a three-year phase-out, the Leadership for the 21st Century textbook becomes obsolete on 1 October 2013. From that date forward, only the Learn to Lead textbook will be in use in the CAP Cadet Program.

Last year's encampment was filled prior to the deadline, so apply early to guarantee your spot at this activity. We will again have an Honor Guard advanced training school (see note  below). 3 Applications are no longer being accepted for Cadet Staff (closed as of 31 July 2013). We are excited to be  putting together a highly motivated and trained cadre to lead and train you. Applications received for cadet staff represent 17 Wings and 7 regions. Deadlines to be aware of:
 
Senior Staff applications are being accepted any time
 
Open Registration 3 September through 1 November
 
Cadet Basic and Honor Guard applications accepted from 3 September through 1 November. Application fees are due with application to be officially slotted
 
No fee = No slot
 
First come, first served basis
 
Late Registration 2 November through 30 November
 
Late application with increased fees (additional $20) accepted 2 November through 30 November
 
Withdrawal Deadline 30 November
 
Formal (written) withdrawals on/before 30 November receive full refund
 
Withdrawals and No-Shows after 30 November receive no refund
 
Waiting List (paid but not slotted)
 
Those that remain on the official waiting list at the start of encampment will be refunded after the start of encampment
 
PayPal usage charges will not be refunded under any circumstances

 NOTE: The Honor Guard flight is an exciting experience and advanced training opportunity. You must have completed a Basic Encampment to attend. Additional uniform requirements: Service Dress Jacket (old or new style) and the male cadet officer Service Cap (for both male and female cadets) per CAPM 39-1, Chapter 3.
New Cadet Packets Are Not Being Shipped
Due to the depletion of the Aerospace Dimensions  books, we are not shipping out New Cadet Packets at this time. Once we have a new shipment of books, we will start shipping them out again. While the cadets are waiting for their books, they can go to the New Cadet Help (http://www.capmembers.com/cadet_programs/new_cad et_help/
 
) page to view the material online.
