EDITOR'S NOTE! Those with the GOTY Edition and/or the Broken Steel DLC and going for level 30...

This guide works "OK", but for level 30 Absolute Steve's instructions on his MASSIVE FAQ are much better. As with Broken Steel DLC, and level 30, you don't really need to go for all the skill books, you can skip educated and just take INT 9 and INT Bobblehead right away.

In short, The Perfect Fallout Character at Level 30 (TM) is based on the perk "Almost Perfect" you can get at lvl30.

It takes all S.P.E.C.I.A.L. stats to 9. And by saving STAT Bobbleheads (all but INT) for that, you'll get all stats to 10.

For truly perfect, that's the way to go.

= Level 30
= All S.P.E.C.I.A.L. at 10 (without ANY gear)
= All Skills at 100

And to be honest, it's way more enjoyable to play the game from scratch, as you get tons of skills points with INT10 (start 9 + INT bobblehead) and not so much hunting for skill books, which is HELL :)

Starting STATS are:

STR: 6,
PER: 6,
END: 6,
CHR: 1,
INT: 9,
AGL: 7,
LCK: 5

The one thing that makes no sense to me. IS that the Non-Vats Character Creation says 8 Str,7 Per,8 End,5 Intell, 5 Agil, 1 Chr, and 7 Lck. Now I can get all the stats but the 7 luck. It always stops at 6. I checked my apparel and weapons to see if maybe I was missing a boost or something. Care to explain?
