TRANSPORT & VEHICLES - ACCESS TO THE SITE

PREPAREDNESS
1. Highlight road map within campus and show two main roads. Each department needs to outline their road network. 2. Note the traffic flow routes, rates and congestion levels for peak and off-peak hours that are affiliated with respective departments. 3. Highlight all entrance and exist points around the campus and by extension for each department. 4. Mark the areas of all cark parks 5. Each department should designate an emergency exit route that is both free from obstruction and easily accessible. Traffic flow direction in the event of a chemical spill should be established in accordance with time of day, congestion levels and location. Trained security personnel should assist in this regard. e.g. In the event of a chemical spill during the afternoon hours of 3pm 6pm, ALL existing traffic from the departments on the western side of campus should channelled toward the northern gate, the western emergency exit and the eastern emergency gate. This is because during these hours, there are high congestion levels at the south gate. 6. Priority access route for emergency vehicles should be designated to allow for external medical assistance. This can also double as a foot path. 7. Mark ALL areas, routes and designated traffic flow directions clearly using signage, maps, poster. 8. Appoint a traffic flow committee to assist in all the functions outlined above. They will become activated at the sound of the emergency alarm. 9. Involve the shuttle service fleet to assist in transporting people to the Emergency Shelter, Muster points, and other safe places. 10. Ensure that all chemical transportation vehicles are properly inspected. 11. Encourage transport of chemicals during off peak hours

RESPONSE

1. The alarm is sounded and the EOC Leader is informed of the chemical spill and the relevant personnel are subsequently contacted. 2. The first responders will be activated and take command of the site. 3. The traffic flow personnel ensure proper communication and smooth traffic flow in the appropriate directions according to the source of the spill. 4. Designated personnel, such as they should open Emergency only exist gates to allow for the safe exist of persons. 5. Ensure that priority access is clear of any vehicular traffic and other obstructions 6. Ensuring that all systems outlined above are followed.

RECOVERY

1. Ensure that key entrances are clear of debris in order for clean-up crew to access the site 2. Repair any damaged gates, roads and routes. 3. Make necessary amends to the Plan for preparedness for future incidents.
