After reviewing information presented by APD’s Internal Affairs Division, receiving public input, and deliberating the facts ofthis case, the Panel makes the following recommendation: Based on the facts and circumstances ofthis case, it is our belief there is a need for an Independent Investigation of this case. We believe that an Independent Investigation is in the best interest of the community and will increase the eommunity’s trust in the investigative process. Therefore, we recommend you authorize an Independent Investigation of this case.
