He never registered back in 1980 when he was supposed to. Instead he was living his life of lies as a person in the USA as foreign student and citizen of Indonesia. He also palled around with the communists at Occidental University who were holding draft burning parties and refusing to register. Thus Obama as a foreign student did not need to register and/or chose not to register. That need to be registered changed when Obama decided to run for national office. Thus he and his backers had someone inside the Chicago office of the Selective Service System (draft registration) surreptitiously place into the SSS records a forged and back dated draft registration card.
