HOUSE CHAMBRE

OF COMMONS DES

COMMUNES

CANADA

Chantal Bernier Interim Privacy Commissioner of Canada 112 Kent Street Place de Ville Tower B, 3rd Floor Ottawa, Ontario K1A 1H3

We are writing to ask that you consider investig, ating the personal information and privacy th breach practices at the Canada Revenue Agency (CRA) given the December 5 response by the Canada Revenue Agency to the Order Paper question by MP Murray Rankin. MP Murray Rankin placed an Order Paper question asking for the numbers of personal information data-breaches that have occurred in the CRA from 2002 to 2012. We attach the December 5th, 2013 response from the CRA which states that the Canada National Revenue Agency "did not capture the information by breach in the manner and time period requested." It is unsettling to learn that the CRA, the agency in charge of tax filings, is incapable of telling Canadians the number of data breaches they have had because they simply don't know themselves. It is unacceptable to say to Canadian taxpayers that the agency entrusted with their sensitive personal information does not have a proper system in place to protect their personal information. This agency compels our senior citizens to file taxes online, yet the Minister cannot provide assurances that their personal data is secure. Other departments can answer this question - why is the CRA incapable of doing so?

The CRA routinely works with highly sensitive information that Canadians expect will be handled in a way that protects their privacy. We respectfully request that you consider

investigating the CRA to examine data breaches that have and are occurring in the department - and the practices of this agency in responding to those breaches - and make recommendations as to how their practices can be improved.
