Description
The study will assess the Capital Regions creative economy and develop a strategic plan for expanding this sectors contribution to economic growth within the Region. This project will construct 5.5 miles of a proposed 9.3 mile shared -use path along a former rail bed. The funding will assist in the nal design and construction of the path. The expected outcomes are improved mobility and economic opportunity for nondrivers, a better option for commuting by walking or bicycling, reduced emissions and vehicle miles travelled, improved economic activity along the trail corridor, and improved health for trail users. Albany County Opportunity, Inc., dba Albany Community Action Partnership (ACAP), will use $150,000 in Urban Initiatives funds to make accessibility and faade improvements at its Outreach Center on Sheridan Avenue in the City of Albany's West Hill / Sheridan Hollow neighborhoods. Albany Institute of History & Art requests funding for The Spring Marketing Plan for GE Presents: The Mystery of the Albany Mummies Sept 21, 2013-June 8, 2014. Funds are requested to implement a marketing plan to reach new audiences. The Spring Marketing Plan will market to core, area, regional and out-of-market audiences to increase all audience segments. Built in the style of 16th century palazzos, the Albany Institute of History & Arts (AIHA) Rice House and Rice House Annex have a faade of yellow brick with unusually ne mortar joints and an elaborate embellished cornice. This restoration project will prevent the brick, cornice and ashing from all reaching a critical deteriorated state, ensuring future generations have access to this tangible piece of Albanys history.

Albany Institute of History & Art will present The Mystery of the Albany Mummies in 2014. The program, featuring two mummies, will explore the art and culture of ancient Egypt, the practice and science of mummication and the modern worlds fascination with ancient Egypt. MUMMIES is a critical opportunity to reach thousands of visitors, increase admissions, shop income and memberships and bring thousands of visitors to downtown Albany while promoting Albany as a center of international signicance. Relocation of electrical and communications lines and poles for a $58 million development project including construction of a mixed use and medical ofce building, housing units, and a parking garage in collaboration with Albany Medical Center. Albany Symphony will present their annual American Music Festival, a series of concerts, collaborations, and events. The Festival has grown into Albany Symphonys most successful and important project for fostering economic development in the Capital Region. As the preeminent festival of contemporary orchestral music in the nation, this event enhances the image of the Capital Region as a national arts destination. Demolition of antiquated building, renovation of public market and construction of 5,000 SF addition to Capital City Produce Building which will result in the retention of a key vender and a 50% increase in product volume. Capitalize Albany Corporation will use $20,000 in New York Main Street Technical Assistance funds to create design guidelines for buildings in the City of Albany's Downtown district as part of the Downtown Albany Tactical Revitalization Plan. The project entails the reconstruction and adaptive reuse of a 1760's Dutch barn on the grounds of the Carey Institute for Global Good in Rensselaerville, NY, to be used as an agri-tourism and agri-education facility. The project will purchase a high-end transactional data press to expand a mailing operation at an existing business, and create 25 to 30 new jobs for disabled veterans, individuals with disabilities and non-disabilities.

The Center for Employment Opportunities (CEO) will provide a combination of job readiness training, job search and placement services, on-the-job training, and job retention to men and women with recent criminal convictions, helping them gain the workplace skills and condence needed for a successful transition to a stable, productive life. Efforts are focused on individuals on parole living in Albany County, as outlined in the Capital Region Opportunity Agenda. The project will consist of a comprehensive update to the Code of the City of Albany to allow for the incorporation of sustainable design and smart growth principles, with specic emphasis on Zoning, as well as Development Regulations. The project will also address green buildings codes, enhanced storm water management practices, urban agriculture, downtown and waterfront design standards, bike infrastructure requirements, as well streamlined permitting options. The City of Watervliet will use $110,000 in New York Main Street funds to assist the owners of mixed-use buildings to complete commercial and residential renovation projects in Watervliet's Port Schuyler 3rd Avenue Corridor neighborhood. Renovation of Albanys historic Wellington Row, consisting of ve buildings located at 132-140 State Street, to create new ofce space for Aeon Nexus and to establish downtown condominiums, apartments and commercial space. Project includes 260,000 SF mixed use development with 240 car parking garage, 120 room hotel, 30,000 SF ofce, with restaurant & retail space in downtown Albany. Establish a Digital Data Open-Innovation Training Center (DO-IT Center) for workforce training, a SMWBE Business Enterprises business center for software development, a data operations center, and a smart city operations training & development lab. Conversion to Digital Projection will increase the cultural footprint of the theatre, helping to revitalize downtown Albany. The Palace brings thousands of patrons to Albany, increases local business for restaurants, shops, parking garages, hotels, and more, providing job security for hundreds of employees. Conversion will enable The Palace to accommodate live performing artists which have specic technical needs (previously not possible) and new opportunity for lm screenings and festivals, further increasing downtown tourism.

Partners for Albany Stories internship program will support the City of Stories initiative, which draws attention to the cultural resources of Albany. Description
The Tech Valley Certied Incubator will link numerous regional assets and business development programs into one unied program. This consortium will assist start-up businesses in the Capital District by deploying best practices and provide mentorship The New York Golf Trail is an extended marketing plan, encompassing six regions of the state and 12 counties, that focuses on drawing golfers to the golf and lodging partners in New York State participating in this program, thereby looking to increasing tourism in these areas. The Cities of Albany, Cohoes, Rensselaer, Troy and Watervliet, and the Town/Village of Green Island are cooperating on the implementation of a regional Combined Sewer Overow (CSO) Control Plan that will achieve long-term cost savings and operation efciencies. This project will develop the formal governance structure for the regional organization to help guide management, siting and sizing of facilities in locations that will achieve maximum benet for minimum cost and reduced administration. Fruitura Bio Sciences will build new integrated modular bioreactors, producing innovate products from cultured cells of fruits and vegetables. The Albany Community Action Partnership (ACAP) and its partner, the Schenectady Community Action Program (SCAP) will operate a Career Readiness program focused on issues faced by lowincome residents in the regions most disadvantaged, distressed locations. Program components will include: training, skills development and career readiness, as well as job search, placement, support and retention services. The Altamont Program will provide job readiness assistance, job skills training, education related to employment, work experience and job placement in Albany, Rensselaer, Schenectady and Warren counties targeting ex-offenders and individuals with a history of substance abuse. Participants will have the opportunity to access classroom instruction and handson training in the culinary arts, hospitality and custodial maintenance sectors. The Community Health Care Association of NY State (CHCANYS) AmeriCorps Program will place 27 economically disadvantaged, unemployed individuals in service as AmeriCorps members in community health centers in the Mid-Hudson, Capital, Western NY, and New York City Regions. The program will equip members with job skills to prepare them for careers in community health following their year of service. Members will recruit community volunteers to provide job search readiness training to other economically disadvantaged and unemployed members in the communities they serve. The Lakes to Locks Passage Geotourism Marketing Initiative market the areas along the interconnected waterway from Albany to Rouses Point to national and international audiences, promoting authentic experiences and sustainable tourism. Purchase of M&E to manufacture animal bedding from paper mill residuals. The project is in partnership with Columbia County Economic Development. Infrastructure for development of a Columbia County ski area into a four season resort. Phase I includes 60 one, two, and three bedroom units, indoor/outdoor pool, tness center, restaurant, meeting rooms, locker rooms, etc. Columbia County has attracted the international cheese company Eurial, which would like to expand. Funds will examine the potential expansion in the region to serve local, regional, and national markets. The Harlem Valley Rail Trail Association is seeking funding for the construction of 1.54 miles of Rail Trail in southeastern Columbia County, from Black Grocery Road in Copake to Anthony Street in Hillsdale. Construction of this section of the trail will link with the Town of Hillsdale to the Roeliff Jansen State Park and Roeliff Jansen Community Library. It will bring the quiet Hamlet of Hillsdale within the Harlem Valley Rail Trail's sphere of economic vitality. Housing Resources of Columbia County Inc. will use $100,000 in Rural Area Revitalization Projects funds to renovate a four-unit residential property on State Street in the City of Hudson.

The Hudson Development Corporation will use $150,000 in Rural Area Revitalization Projects funds to assist a daycare center building in the City of Hudson. Situated at the Catamount Ski Area in the southern end of the famed Berkshires Region, Phase I of the project seeks to convert Catamount Ski Resort & Adventure Park into a full service four season destination. The Olana Partnership (TOP) will create design documents for the stabilization and restoration of the 19th Century Main Barn complex at Olana, the home, studio, farm, and landscape designed by Hudson River School artist Frederic Edwin Church, with the eventual goal of restoring the entire barn structure so that it can be opened to the public. When completed, the restoration of the barn will enable TOP to expand program offerings and increase visitors. Establish Mid-Hudson/Capital Region LTL Local Food Distribution Hub which will allow farmers to cost effectively get their product to market. Funds will be used to build a facility, in Sullivan Cty, Columbia Cty will retrot 10,000 SF of space. Catskill Association for Tourism Services (CATS), dened as Delaware, Greene, Sullivan and Ulster counties, seeks funding for a two-part marketing plan consisting of a targeted advertising campaign and an adaptable Web site aims to bolster tourism growth, attract visitors to the Catskills of New York State, as well as support overall economic growth in immediate and surrounding regions. Catskill Mountain Foundation will convert three of its four movie screens from 35mm to digital projection. In 2014 the movie theatre industry will reduce lms available in 35mm, moving to all digital lm in the near future. Movie theatres will face conversion in order to continue operating. CMF cinemas digital conversion will ensure jobs for 5 local residents, stimulating tourism and circulating thousands of people annually through the town to attend its many lm screenings, lectures and the summer music festivals. Greene County is pursuing funding for The Kaaterskill Clove- Americas First Vacation Destination: Building a National Awareness Campaign a collaborative approach to sustainable tourism development. The project is to reconstruct the New Studio of the famous 19th-century artist Thomas Cole, thereby creating a vital new visitor destination. With the regions natural beauty already drawing millions of national and international visitors, the New Studio will provide a key asset for New Yorks marketing strategy.

The Town of Prattsville will advance a multicomponent project identied in the Towns Community Reconstruction plan to restore and revitalize the Route 23 (Main Street) streetscape which was devastated by the ooding from Hurricane Irene, including Phase II of the streetscape enhancement project; feasibility analysis and preliminary design for a new community center; and design and construction of a new waterfront trail. The Village of Coxsackie proposes to use $590,000 in NYS CDBG funds for a sanitary sewer replacement program in a targeted area in the Village. This project will benet 41 residents, 24 or 58.5% of whom are low and moderate income. The Village of Coxsackie will complete an engineering report to evaluate sanitary sewer overows (SSOs) issues in the Village wastewater treatment and collection system. Shop-Rite Supermarkets, Inc. of Orange, Sullivan, Westchester, Putnam, Dutchess, Ulster and Albany Counties will train 160 workers in workforce readiness, the customer experience, and National Registry of Food Safety Professional Management. The Urban Grow Center is a multiphase project which will enable Capital District Community Gardens (CDCG) to expand its use of agriculture in the Capital Region. The Center will include a local food supply hub, a rehabbed green building with alternate power generation and conservation, a fresh produce market, expanded yearround programming and other features that will double CDCGs ability to deliver local food and services to underserved neighborhoods. The City of Troy will prepare a Local Waterfront Revitalization Program to provide an actionable framework for catalyzing robust redevelopment and waterfront access and encourage additional investment in the commercial properties that adjoin the waterfront. Project includes the acquisition, demolition, and renovation of property in the urban core of Troy and 250,000 SF of medical, residential, retail including an urban grocery in mixed use buildings. The Commission on Economic Opportunity for the Greater Capital Region, Inc. (CEO) will use $150,000 in Urban Initiatives funds to construct a new building on a currently vacant lot at 2347 Fifth Avenue in the City of Troy. The building will house CEO's job training and Weatherization programs. The estimated total project cost exceeds $1.5 million and CEO will use private nancing to complete the project.

Media Alliances NATURE Lab (North Troy Art, Technology and Urban Research in Ecology) will launch a model project employing art as the seed to reclaim public space and build community relationships. Looking to city models that reuse and develop abandoned lots to reclaiming challenged neighborhoods, it will encourage partnerships and collaborations with diverse groups that work with high technology and resource sharing. Mixed use Downtown Troy project includes renovation of 35-unit bldg., construct modern walkway on Hudson, rehab parking and infrastructure. RD&D to formulate and test aqueous based electrode slurries for use in manufacturing batteries that are produced without toxic heavy metals. The RPI Certied Incubator will link numerous regional bio-based assets and business development programs into one unied program. Planning, Design and Construction of Manufacturing Facility Information Technology and Manufacturing Skills Training

Description
Design, construction, and t-up of 70,000 SF manufacturing/warehouse/ofce building at STEP to consolidate four separate operations and add 75-100 jobs. Quad/Graphics, Inc. of Saratoga Springs will provide on-the-job training for 80 newlyhired workers in computer information technology, continuous improvement, lean manufacturing, industrial safety, and printing and manufacturing technical skills. Saratoga Rowing Association (SRA) aims to position Saratoga as a destination of choice for elite regattas and training, by expansion of its capital infrastructure, and improvement of race course equipment. A building for regatta planning and execution, and athlete training provided by renovating a neglected building located in the Town of Saratoga, NY, across Fish Creek from its main boathouse. Reduce water consumption at the company's Dairy Processing and Packaging Operations facility. The project is in partnership with Saratoga Economic Development Corp. The Town of Halfmoon will construct a multi-use trail along the the historic Erie Canal Towpath on the north shore of the Mohawk River. The trail will encompass approximately 0.75 miles from Clamsteam Road, under the I-87 Twin Bridges and west to the town line. The Riverside Trail Community Linkage Project focuses on implementing critical portions of the trail system that will connect southern Stillwater neighborhoods of Riverside, Stillwater Junction, and East Saratoga Junction to the areas resources, destinations and the greater regional trail network. This includes the Stillwater Town and Village Halls, Island Park, the future site of Mullah Hill Park, the Zim Smith Trail and the City of Mechanicvilles business district. The Town of Stillwater has embarked on a comprehensive effort to expand trail linkage throughout the community, from the Historic Saratoga Battleeld site to the waterfront and City of Mechanicville. The 2013 Riverside Trail Community Linkage Project focuses on implementing critical portions of the trail system that will connect southern Stillwater neighborhoods to the areas resources, destinations and the greater regional trail network. The City of Saratoga Springs will complete an engineering report to evaluate solutions for the upgrade of three wastewater pumping stations.

Digital projection capacity will put the Film Forum on the map as a forward-thinking Art House capable of screening lms that assure our regional economic viability and cultural relevance. An independent cinema will improve our communitys competitive edge as an attractive arts asset and benchmark of cultural currency and literacy for residents, visitors, and potential home buyers. Realtors and merchants now invoke the Film Forum when they promote cultural features to clients, and downtown restaurants and retailers will benet from special collaborative promotions. The City of Schenectady will complete an engineering report to explore upgrades for the Citys wastewater treatment and collection system to address sanitary sewer overows (SSOs). Frontier Sno Riders, Inc. will use grant funds to purchase grooming equipment for snowmobile trail maintenance. The new and larger equipment will allow the club to efciently maintain high trafc trails and improve trail safety. Multi-year, multi-phase waterfront Browneld development to include 144,000 SF retail, 304 apartments, supermarket, hotel, and banquet house. Renovations and equipment at the Museum of Science and Innovation to motivate students in STEM studies by providing a space-themed, simulated science and math experience that promotes decision making, problem solving and team building skills. New York Folklore Society will hire two interns to enhance the organizations visibility through social media and marketing and provide arts education support for a community cultural documentation program involving Schenectady's urban youth. This will be an opportunity for emerging arts leaders to gain practical experience in artsrelated elds by leveraging the strength of the education system. As part of a ve-year partnership commitment, Proctors Cirque Eloize will bring renowned circus arts innovators to downtown Schenectady each summer for a three-week residency program. During this time, a new production will debut as well as an offering of circus arts classes to youth and adults. Cirque Eloise will have a $1 million economic impact on Schenectady and a $9 million impact on the region, indirectly creating 150 full time jobs.
