REVIEW OF THE NATIONAL SECURITY PERSONNELSYSTEM
TASK
On March 16, 2009, the Department of Defense (DoD) and the Office of PersonnelManagement announced that they would undertake a review of the NationalSecurity Personnel System (NSPS). A copy of the announcement may be found atAppendix A. In preparation for the review, the Deputy Secretary of Defense metwith labor representatives and other interested parties to hear their concerns aboutthe NSPS.On May 14, 2009, the Deputy Secretary of Defense, William J. Lynn III, asked theDefense Business Board to form a Task Group to review the NSPS. The DefenseBusiness Board is an independent Federal Advisory Committee. As asubcommittee of the Board, the Task Group was created pursuant to the FederalAdvisory Committee Act of 1972, the Government in the Sunshine Act of 1976,and other appropriate Federal regulations. A copy of the Deputy Secretary’s termsof reference may be found at Appendix B.The Deputy directed the Task Group to deliver recommendations aimed at helpingthe Department determine:1.
If the underlying design principles and methodology for implementation arereflected in the program objectives;2.
Whether the program objectives are being met; and3.
Whether NSPS is operating in a fair, transparent, and effective manner.The Task Group was also asked to provide specific recommendations on policyand/or program changes.Mr. Rudy deLeon chaired the Task Group. Other Task Group members were Mr.Robert Tobias and Mr. Michael Bayer. COL Kevin Doxey (USA) served as theTask Group’s Secretariat Representative. A team of DoD NSPS and HumanResources professionals provided subject matter expertise to the Task Group.
