Dear Delegates,It is with great pleasure that I welcome you to the 18th Session o Harvard World Model United Nations! My name is im Kalimov and I am the Secretary-General o WorldMUN 2009. Te Harvard team has been working hard incooperation with the host team rom Radboud University to put together an in-credible conerence and I hope you are looking orward to March 22nd as muchas I am.Tis study guide is the product o a lot o hard work by the director o yourcommittee, and it should be used as a launching point or all o your hard work.Preparation is the single most important actor or excellence in Model UN.I urge you to spend a signicant amount o time conducting urther researchinto the issues that will be debated in your committee as well as your country’sposition in order to prepare. Tis year, we have renewed our ocus on excellencein committees all across the board by including an additional committee sessionat conerence, greater training or our Directors and Assistant Directors, andincreased use o the world-class technology available at the World Forum.I am sure that all o you are also interested in what will take place ater commit-tee sessions, but do not worry, as the United Netherlands team has been spend-ing countless hours preparing incredible social events or the duration o the con-erence. I was lucky enough to travel to Te Hague earlier this year and visit allo the social event venues; ater this, I could not be more excited or our eveningstogether! As we get closer and closer to March, we will be adding inormationabout all o the thrilling events that we have planned both on our website (www. worldmun.org) and the host team’s website (www.worldmun2009.org) to get youexcited or the conerence!Enjoy reading this study guide and be sure to make the most o it. I look orwardto seeing you in Te Hague in March!Best Regards,imur Kalimov

Dear Delegates,It is my great pleasure to welcome you to the Specialized Agencies! My name is Ami Nash, and I am delighted to be your Deputy Secretary-General. I am cur-rently a junior at Harvard studying Organizational Behavior and Economics. Igrew up just outside o New York City, but true to my Indian roots, I enjoy not just spicy ood, but conversation and controversy, which probably explains my passion or Model UN, and the Specialized Agencies in particular! Tis year’sslate o Specialized Agency committees stands out as a particularly ascinatingmix o historical turning points and current crises, each laced with internationalintrigue.By the time you arrive at Te Hague, your director and assistant directors willhave spent untold hours to ensure your simulation is as realistic and engaging aspossible. Te Specialized Agencies are generally considered to be the most excit-ing and challenging committees at Model United Nations Conerences, and only the best delegates have the opportunity to join these small but powerul simula-tions. Te SA’s average committee size is 16 delegates, so opportunities or eachattendee to participate, negotiate, and problem-solve abound. But success on the SA will not come easily. You will need to be extraordinarily diligent in your preparation, and exible and innovative at the conerence, sincethe typical rules o parlimentary procedure may not apply in your committee.Tis study guide should serve as the launching point or your own more targetedresearch into the positions o the country or character you will be portraying. Whether you play the role o judge, general, politician, or nation, you will havethe power (or six days at least!) to shape the course o history. I have no doubtthat each o you will rise to the challenge.I am incredibly excited to meet and get to know you this March, and in themeantime I wish you the best o luck in your preparations. Please do eel ree tocontact me i you have any questions or concerns.Sincerely,Ami Nash

Dear Delegates,It is my pleasure to welcome you to WorldMUN 2009! I am very happy that you will be joining our daisstaf and me in March or what is sure to be a week ull o exciting and un debate as you simulate the mostprestigious body o the United Nations. As you embark on your research into our two topics, Te Situationin Iran and the Counter-errorism Committee, I hope you will nd these to be both thought-provoking andinnovative. Te situation in Iran is widely covered by international media, and is a long-standing situationthat has yet to be resolved. Te Counter-errorism Committee is not itsel a problem, but represents a majorinstitutional challenge that the United Nations – and, at its helm, the Security Council – must address toavoid many serious consequences in the uture. I hope you will nd that both topics raise broader theoreticalquestions about the core role o the Security Council in the world.Let me tell you a little about mysel. Originally rom New York City, I study both Government andHistory at Harvard. I am a big an o the outdoors, especially biking and kayaking, and I am an avid risbeeplayer. I love maps and traveling, and Europe in particular – this will be my 9th trip to the continent – butmy rst time to Te Netherlands. I look orward to exploring all that Te Hague and the surrounding areahave to ofer with you and the rest o our committee.I have participated in Model United Nations since high school, and I was the captain o my school’s teammy senior year. In college, I have worked on two Harvard Model UN conerences, but this will be my rstyear at WorldMUN. Outside o Model UN, I am involved in Harvard’s Institute o Politics and intramuralsports teams. I enjoy ollowing politics – which was very easy this all with such an exciting election in theUnited States. Both as a delegate and a staf member, I have always enjoyed the intellectual and social experience o Model UN. As much as you may read and research, debating and deending your positions on these topics willteach you more than any book, and I am condent that you will bring great energy, experience, and enthusi-asm to the WorldMUN Security Council. Each o you, whatever country you represent, will play a vital rolein arriving at a realistic and viable solution to the problems I have presented to you. Most o all, I look orward to meeting and talking to you all. I am condent that we will have a loto un during our week together. I strongly believe in the importance o learning rom people rom otherbackgrounds and with diferent points o view. At WorldMUN, making riends rom other countries is justas important as learning about the work o the United Nations, and I am so excited or the antastic time we will have together. I wish you all luck with your preparations or conerence. I would be happy to answer any questions you might have about our committee, our topics, or lie at Harvard.Signed,Alec BarrettDirector, Security Councilbarrett3@as.harvard.edu
