In May 2007, the DNI designated DHS as the executive agent and functional manager of what was designated as a National Applications Office (NAO).

There was no public notice of the establishment of the new office at that
time.
According to the Administration fact sheet, Congress agreed with this approach
and provided funding for the office to initiate operations in the fall of 2007:

“Intelligence and Appropriations oversight committees have been briefed and
approved the reprogramming.”
