PREFACE:
 
Te President gave a speech in Accra, Ghana on July 11, 2009. He laid out his vision orhuman rights and democracy in Arica’s uture, and he described what Americas role in promoting bettergovernance in Arica will be. Te speech was entitled, A New Moment o Promise.
 
I am proud that this is my rst visit to sub-Saharan Arica as President o the US.
•
 Te 21st century will be shaped by what happens not just in Rome or Moscow or Washington, but
•
by what happens in Accra as well.I will ocus on our areas that are critical to the uture o Arica and the entire developing world:
•
democracy; opportunity; health; and the peaceul resolution o conict.Governments that respect the will o their own people are more prosperous, more stable, and more
•
successul than governments that do not. With better governance, I have no doubt that Arica holds the promise o a broader base or
•
prosperity.People must make responsible choices that prevent the spread o disease… promoting public health
•
in their communities and countries. America will support these eforts through a comprehensive, global health strategy.
•
 Aricas diversity should be a source o strength, not a cause or division.
•
  We must stand up to inhumanity in our midst. It is never justiable to target innocents in the name
•
o ideology.I am speaking to the young people. You have the power to hold your leaders accountable, and to
•
build institutions that serve the people.I can promise you this: America will be with you. As a partner. As a riend. Freedom is your
•
inheritance. Now, it’s your responsibility to build upon reedom’s oundation.
