obvious. In his speech to the nation and the world on September 11, 1990, Mr. Bush stated: "Out of these troubled times, our fifth objective — a new world order — can emerge...." He proceeded to
announce his hopes for "a United Nations that performs as envisioned by its founders." It became abundantly clear to veteran students of "world order" politics that a major new push for world
government had begun. Only a few years ago, any such attempt would have flopped miserably.
