Characteristics of Polymeric Materials
Strength and stress/strain characteristic of polymeric reinforcement are
(1) function of the constituent materials and the geometric arrangement of the
elements; and
(2) temperature and time dependant

Certification System for Reinforced
Fill Products

Environment, Transport & Works Bureau Technical Circular

(Works) No. 24/2003
Permanent Reinforced Fill Structures and Slopes
Works Policy as Stipulated in ETWB TCW No. 24/2003
1. The long-term strength and stress-strain
characteristics of many reinforcing products (e.g.
polymeric reinforcing products) are temperature
and time dependent. These products are
required to be certified by the Civil Engineering
and Development Department before they are
used in permanent reinforced fill structures and
slopes in Government projects.
2. Metallic reinforcing products do not require
certification.
Design Guidance - GEOGUIDE 6
Administration of the Certification System
Authority certificate to be issued by DCED
Policy Controller DH(I)
Operation control CGE/GP with technical
support from Reinforced Fill Advisory Panel
(also external specialist consultant)
Assessment of Applications
Durability, hydrolysis, creep and stress
rupture
Long-term design strengths and fill-to-
reinforcement interaction
Potential for construction damage

Further requirements for compliance
testing
Tests for Durability
Polyester- immersion of specimens in
hot sodium hydroxide solution of pH = 9
or greater.
Polyethylene oven ageing and UV
radiation exposure of 40 MJ/m

.
Tests for Creep and Stress Rupture
Perform creep tests on specimens at
elevated temperature (e.g. 30C) until
rupture or otherwise for a period ranging
from at least 1,000 hrs to more than
10,000 hrs.
Tests for Construction Damage
Perform site damage test by subjecting
the test specimens to the environmental
and construction conditions of the
reinforced fill feature.
Measure the influence on the
characteristic strength of the test
specimens by recovering them from test
sites and comparing them with the virgin
specimens.
Tests for Fill-to-Reinforcement
Interaction
Shear and pullout tests to be
performed with soils of similar
particle size distribution to the
Types I and II fill as defined in
Geoguide 6

(PVC sheath and cement grout as corrosion protection barriers)
Merits of Certification System
1. Ensures consistent and satisfactory
standards in the provision of proprietary
products
2. Facilitates specification of product in works
projects
3. Saves time for designers, contracts,
manufacturers, and Government by
eliminating repetitive checking of product
proposals
4. Especially valid if extensive long-term testing
and expert opinion is required
