TheGroupofTwenty(G20)comprises19countries:Argentina,Australia,Brazil,Canada,China,France,Germany,India,Indonesia,Italy,Japan,Mexico,Russia,SaudiArabia,SouthAfrica,SouthKorea,Turkey,theUnitedKingdomandtheUnitedStatesofAmerica,andtheEuropeanUnion,whichisrepresentedbytherotatingCouncilpresidency.TheG20isplayinganincreasinglyprominentroleinthecurrenteconomiccrisis,andthefirstsummitmeetingofG20headsofstate/governmenttookplaceinNovember2008.ThesecondoftheselandmarksummitswilltakeplaceinLondoninApril2009.Aswellastheheadsofstateorgovernmentoftheabovecountries,plusSpainandtheNetherlands,theChairofTheNewPartnershipforAfrica’sDevelopment(NEPAD),theChairoftheAssociationofSouthEastAsianNations(ASEAN)andthePresidentoftheEUCommissionareinvited.TheChairmanoftheAfricanUnionCommissionwillalsoattend.

On2April2009leadersoftheG20countries,togetherwiththoseofSpainandtheNetherlands,andrepresentativesofmajormultinationalorganisations,gatherfortheLondonSummit.Theymeetatatimewhentheglobalfinancialsystemisexperiencingitsworstcrisissincethe1930sandtheworldeconomyisinthemidstofthedeepestglobalrecessionsinceWorldWarII.Inahighlyunequalworld,thecrisisishittinghardestthosewhoaremostvulnerabletopovertyorinjustice.G20leadershavealotontheiragenda.Expectationsarehighandfailureisnotanoptionasfarasthemillionsofpeopleworldwidewhohavebeenaffectedby,orarethreatenedby,thecrisisareconcerned.
Tohelptheleadersfocusonwhatreallymatters,weaskedanumberofleadingprogressivethinkerstoeachcomeupwithonepolicyrecommendationfortheG20andtoexplaintheirchoiceinaround200words.Theresultsarecontainedinthisbooklet.
Ourthinkersrangefarandwidewiththeirproposals.Somefocusontheimmediateeconomiccrisis.Theyrecommendmeasurestocounterthedownturn,suchasGerryHoltham’scallforacoordinatedfiscalstimulus;ortoalleviatetheplightofthosemostaffectedbyit– DianeCoylewantsspecificmeasurestohelptheunemployedandthoseindangeroflosingtheirhomes.Othersareconcernedwithrightingtheimbalancesthatareperceivedtohavecreatedthecrisis.TheseincludeDieterHelm’srecommendationforaswitchfromconsumptiontoinvestmentandJayatiGhosh’scallforaredistributionofincometoallowwage-led,ratherthandebt-led,growth.JohnPodestaandProfessorJiahuaPan,twomembersoftheGlobalClimateNetworkestablishedlastyearbyippr,areunitedintheirpleaforfiscalstimulitobefocusedonlow-carboninitiatives.Bothalsowanttoseegreeninnovationandfinanceflowingfromrichtopoorercountries.
