They’re Riding Shetland Ponies’.” Their essential argument is thatPublic Administrationist scholars try too hard to adopt the perspectives andservetheneedsoftheprofessionalsweseektoserve.Iagree,butwouldaddthatthis effort reflects the outcome of the post-World War Two dispute betweenDwightWaldoandHerbertSimonaboutthefuturedirectionofthefield.Simonsought a future as a “true” social science, i.e., one pursued within the context of a logical positivist epistemology. Waldo, in contrast, feared the indifference tonormativevaluesimpliedinfollowingsuchapath,andwouldultimately(inthelate1960s)advocatetheadoptionofaprofessionalfieldperspective.WithinthePublic Administrationist community, the Waldo position has carried the day,and Simon’s place in the field has been that of an ever-threatening bogeyman.Outside our community, however, it is Simon’s striving for a social scienceapproach to public administration issues that has been “victorious.” From theirperspective,thereisnobenefit—andoftennodesire—tobeassociatedwithourcommunity.At the heart of these attitudes among “mainstream” social scientists is theview that our field has lost whatever claims it had in the past to disciplinarystatus as a social science. Instead, we are collectively associated with“professional fields” such as law, medicine, journalism, social work, educationand the like. While this is not an inherently “bad” condition, it has posed adifficult dilemma for those who begin their scholarly career with a stronginterest in studying the broad area of public administration/affairs/ management. Like it or not, thesociological reality in academia is that the status of the traditionaldisciplines—the humanities as well as the social and “hard” sciences—trumpsthe professional schools.Most professional fields compensate for this relative lack of status with astrong sense of community self-identity and organizational autonomy withintheir university, sometimes reinforced with higher compensation and theapplication of “special” rules when it comes to determining professorial rank.
