Board of Human Resources Development of Law and Human Rights isthe main part of the Department of Law and Human Right Organization. Thisboard is needed and being obliged to support all of the development ofknowledge, competency and attitude of government employees in order to dotheir job on the matter of law and human right as good as possible. In this case,Training Needs Analysis is needed.The problems which being discussed on this paper are how theapplication of Training Needs Analysis is and how to know the problems orbarriers which comes up on the Training Needs Analysis ?. The characteristic ofthe research is a descriptive and using a Quantitative Approach. The data iscollected from the interview of 3 persons and some references on the trainingneeds analysis matter.Some theories which used to support this paper are Human ResourcesDevelopment Theory, Education Theory and Training Needs Analysis Theory.There are 3 main parts in identifying the training needs, namely : Theorganization; The managers; The employees.The result of this research is indicated that Training Needs Analysis is soimportant, but there are still found weakness of organizational analysis and stilldoes not touch the needs of internal organization factors, therefore, so manyaspects to be improved at the Human Resources Development Program in orderto achieve the ideal goal of the board of Human Resources Development of Lawand Human Rights.
