The regular meeting of the Board of Library Trustees was held at 6:00 p.m., Wednesday, January14, 2009 at the Washington Highlands Neighborhood Library, 115 Atlantic St., SW, John W.Hill, Jr., President, presiding.
PRESENT:
John W. Hill, Jr., President, Bonnie Cohen, James Lewis, Brenda Richardson,Donald Richardson, Kelley Smith, Ginnie Cooper, Chief Librarian and Secretary-Treasurer.Quorum established.
ABSENT:
Richard Levy, Myrna Peralta
GUESTS AT THE TABLE:
Richard Huffine, President, Federation of Friends, Greg Chernack,President, DC Public Library FoundationThe meeting was called to order at 6:04 p.m.
ADOPTION OF AGENDA
The motion to adopt the agenda was passed.
APPROVAL OF MINUTES
The motion to approve the minutes from the November 19 Board meeting was adopted.
PRESIDENT’S REPORT
Mr. Hill discussed the emergency legislation that was passed by City Council regarding kiosk libraries. He stressed that it is still the intention of the Board to close all libraries in kiosk-likebuildings with the exception of the Parklands-Turner kiosk. Parklands-Turner will close whenthe Library opens a larger storefront library in the same neighborhood. He also informed theBoard of the resignation of Board member Guitele Nicoleau, and said that a letter has been sentto the mayor informing him of this matter.
CHIEF LIBRARIAN’S REPORT
Ms. Cooper gave highlights on several of the programs that the Library currently offers,including plans for Abraham Lincoln’s 200
th
birthday celebration.
WASHINGTON HIGHLANDS NEIGHBORHOOD LIBRARY REPORT
Laura Gonzalez, Neighborhood Library Manager, welcomed the Board and the public and gave abrief history on the Washington Highlands Neighborhood Library.
 
MARTIN LUTHER KING JR CELEBRATION AND BLACK HISTORY MONTHPLANS
Pam Stovall informed each of the meeting’s attendees about plans for the celebration of Black History month as well as Martin Luther King, Jr. Day. She said that the celebrations are acoordinated effort on the part of many.
CONTRACTS REVIEW COMMITTEE REPORT
Report received.
FINANCE COMMITTEE REPORT
Eric Coard explained that the $2 million that was expected to be restored to the FY2009 budgethas not been received to date. As a result, library facilities will be facing a reduction in hours atall locations.Mr. Coard said that the Library has submitted its technical adjustments to the City Council forthe FY 2010 budget. Mr. Hill expressed concerns about FY 2010, given that it is the fiscal yearduring which many of the libraries that are now under construction or being renovated comeback online.
FACILITIES COMMITTEE REPORT
Ed Hampton highlighted the accomplishments of Facilities staff from 2008. He also thanked theFacilities staff for all of the hard work that they do. Jeff Bonvechio reported that all CapitalConstruction projects are currently on track and on schedule.
PROGRAM COMMITTEE REPORT
Ms. Cooper led a discussion on statistics for individual libraries and comparing last year’sstatistics to this year’s for each library. Mr. Hill raised a question regarding the down time of thecomputers at each library, and a discussion followed.
PUBLIC SERVICES REPORT
Nancy Davenport highlighted accomplishments of some of the programs that have been held bythe Library, including the Reading is Fundamental program. She also highlighted the fact thatcirculation is up 34.15 % in the first quarter of 2009. The public access computers were up andavailable 89.7% of the time.
BUSINESS SERVICES REPORT
 Report received.
FOUNDATION PRESIDENT’S REPORT
Mr. Chernack reported on the general fundraising efforts of the DCPL Foundation, and gavedetails on a few of the methods used—including iGive and the Georgetown Recovery andRestoration fund. He also highlighted many of the programs that are offered through theFoundation, such as the Whole Foods Partnership and Young Literati.2
