Purpose
.
This
manual
providesguidance
forthe
design
and
construction
of
railroad
facilities
atU
.S
.
Army
mobilizationinstallations
.

Applicability
.
This
manual
is
applicable
to
all
field
operating
activitieshaving
mobilization
constructionresponsibilities
.

.
Discussion
.
Criteria
and
standardspresentedhereinapply
to
construction
consideredcrucial
toa
mobilization
effort
.
Theserequirements
may
be
altered
when
necessary
to
satisfyspecialconditions
onthe
basis
of
good
engineering
practice
consistent
with
the
nature
ofthe
construction
.
Designandconstruction
of
mobilization
facilities
must
be
completed
within
180
days
fromthe
date
notice
to
proceed
is
given
with
the
projected
life
expectancy
of
five
years
.
Hence,
rapidconstruction
of
a
facilityshould
be
reflected
inits
design
.
Time-consuming
methods
andprocedures,normally
preferred
over
quickermethods
for
better
quality,
should
be
de-emphasized
.
Lessergrade
materials
should
be
substituted
for
higher
grade
materials
when
the
lesser
grade
materials
wouldprovidesatisfactoryservice
and
when
use
of
highergrade
materials
wouldextendconstruction
time
.
Work
itemsnot
immediatelynecessary
forthe
adequate
functioning
of
the
facilityshould
be
deferred
until
suchtime
as
they
canbe
completedwithoutdelayingthe
mobilization
effort
.
